The Arizona Department of Revenue is currently seeking a motivated, innovative and solutions driven individual to work as our Human Resources Business Partner. This position will be the subject matter leader and will lead the planning and implementation of programs and regularly interface with senior management. This role will make recommendations on process or service improvements, solve unique/complex problems that have a broad impact on the organization and contribute to the development of the agency's functional strategies. This position will also provide advice and counsel to the organization in the area of expertise and lead project teams to achieve milestones and objectives.

Job Duties: Essential duties and responsibilities include but are not limited to:
-Coach, advise and support management and team members in appropriate resolution of employee relations issues; participate in or conduct fact-finding investigations, make recommendations on appropriate actions based on the investigation findings, and document all pertinent information..
-Administer FMLA and ADA programs; respond to inquiries and requests
-Act as lead in the development and/or the interpretation of personnel policies and procedures, human resource guidelines; respond to requests for information and assistance from management, supervisors and employees.
-Planning, developing and delivering training on a variety of HR topics. Attends or conducts meetings to provide information to management, staff, and employees.
-Coordinate employee engagement and retention initiatives; conduct exit interviews; participate in initiatives focused on assessing team member engagement and organizational culture
-Oversees and guides the development of standard and ad hoc reports, templates, dashboards and other performance-related metrics. May also oversee the development and implementation of various HR-related programs.
Knowledge, Skills & Abilities (KSAs): Knowledge of:
-Principles and practices human resources/personnel administration including methods and techniques for position classification and evaluation, compensation, recruitment, and selection.
-Employment laws, rules, regulations, policies and procedures pertaining to personnel administration and employee relations.
-Federal and State laws, statutes, regulations, rules, policies and procedures such as Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Equal -Employment Opportunity (EEO), American with Disabilities Act (ADA).
-Arizona State Personnel System Rules and department policies and procedures.
-Human Resources statistical concepts and methods.
-Management and supervision techniques.
-Computer application used for HRIS reporting and personnel transactions.
Skilled in:
-Establish and maintain effective working relationships with all levels of agency employees.
-Interpreting and understanding program policies and procedures.
-Project management (planning, organization, managing, closure, reflection) and communication.
-Communication effectively orally and in writing.
-Gather, correlate, and analyze facts of human resources data and develop recommendations and/or solutions.
-Prepare written correspondence and reports.
-Exercise judgment and discretion in the performance of duties.
-Organizing and prioritizing fluctuating workloads.
-Researching, analyzing and interpreting rules, regulations and laws.
-Independent problem solving, analyzing, and decision-making skills for complex issues.
Ability to:
-Exercise independent thinking and judgment.
-Work with minimal supervision.
-Assess operational needs, establish priorities, analyze complex issues and implement operational procedures.
-Learn and apply LEAN concepts, principles and tools used to create and deliver perspectives with fewest resources with continuous problem solving.
Selective Preference(s): The ideal candidate for this position will have:
Ideal candidates will have a Bachelor's degree in Human Resource, Business Administration, or a closely related field from accredited college or university.
Will also have a minimum of 5 years experience as a Human Resources Generalist or equivalent experience, with at least 2 years of those years Employee Relations experience
Professional HR Certification, PHR/SHRM-CP. Experience with LEAN concepts, principles and tools.Pre-Employment Requirements: The final candidate will be required to abide by the the following pre-employment checks:
