      The Division of Personnel Management is accepting applications for Human Resources Specialists, Entry or Senior (depending on qualifications) in Region 3. This region supports HR functions in the following agencies: Department of Natural Resources (DNR), Department of Workforce Development (DWD), Department of Children and Families (DCF), and Department of Agriculture, Trade and Consumer Protection (DATCP). The current vacancy will be assigned to DNR and will be headquartered in Madison, Wisconsin with hybrid remote work options that can be discussed further in the interview. A second vacancy supporting DWD is anticipated to be filled from this recruitment.

      This recruitment may be used to fill other future similar vacancies (permanent, project or Limited Term).

      Position Summary

      As a Human Resources Specialist, you will be responsible for performing various staffing and compensation duties including:
      • Conducting routine work in classification, job analysis, and compensation
      • Supporting recruitment and selection processes, including assessment development and validation
      • Interpreting and applying statutes, rules, policies, and procedures
      • Ensuring fair and consistent application of HR policies and practices
      • Providing consultation and assistance to hiring supervisors on staffing, classification, and compensation matters

      Salary Information

      The Human Resources Specialist - Entry is in the schedule range (81-04) with an hourly salary between $33.00 and $35.00, the Human Resources Specialist - Senior is in schedule-range (81-03) with an hourly salary between $36.25 and $38.25. A 12-month probationary period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. Starting pay may vary for current state employees.

      Job Details

      Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

      Qualifications

      Please make sure to describe and provide detailed examples within your resume and/or letter of qualifications for EACH of the following qualifications you meet.

      You need to have the following experience:
      • Experience in Human Resources (e.g., as an HR Assistant, Recruiter, Staffing Specialist, Generalist, Business Partner or similar role) performing recruitment or staffing activities such as developing applicant assessments and interview questions, developing recruitment strategies, writing job announcements, facilitating the selection process, etc.
      • Performing compensation and classification/job titling related activities (e.g., job analysis and audits, developing job descriptions, determining proper job classification, developing compensation recommendations, etc.)
      • Experience using business office software (i.e. Microsoft Word, Excel, Outlook, Teams, or equivalent) as well as applicant tracking system(s) (i.e., PeopleSoft, Workday, BambooHR, Sage People, or comparable systems)
      Any of the following experience would be nice to have:
      • Recruitment/Staffing experience in the Public Sector (i.e., Municipal, County, State, Federal or Higher Education)
      • HR experience in a large (multi-national, Fortune 500, etc.), highly regulated (financial, medical, insurance, etc.) organization
      • Experience analyzing and making recommendations to management regarding organizational structure, HR policies, compensation plans, annual hiring plans, or similar
