      The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level. This improvement to HR service delivery will support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

      To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/07/2023.

      Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9.For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

      This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

      The Selective Placement Factor for this position is: Responsibility for end-to-end recruitment of healthcare professionals, utilizing a candidate experience model and seamless hiring processes.

      In addition to meeting the Selective Placement Factor, t o qualify for this position at the GS-11 level, you must meet one of the following:

      Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in this HR specialty area. Examples of the specialized experience for the respective human resources program area would typically include, but are not limited to:
      • Developing short and long-term facility strategies to optimize recruitment and retention outcomes and achieve health care system objectives.
      • Evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs.
      • Advising and consulting management officials on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs, social media, recruitment campaigns, etc.
      OR
      Education: Ph.D. or equivalent doctoral degree; Three full years of progressively higher level graduate education leading to such a degree; OR, LL.M. can be substituted for specialized experience when the education is in a related field (Transcript Required).
      OR
      Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

      In addition to meeting the Selective Placement Factor, t o qualify for this position at the GS-12 level, you must meet one of the following:

      Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in this HR specialty area. Examples of thespecialized experience for the respective human resources program area would typically include, but are not limited to:
      • Developing short and long-term facility strategies to optimize recruitment and retention outcomes with providers and achieve health care system objectives
      • Evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs for providers
      • Advising and consulting management officials on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs, social media, recruitment campaigns, etc, as it pertains to hiring providers

      OR:

      You may substitute a combination of education and experience: Master's or equivalent graduate degree, plus 3 years of progressive specialized experience at the GS-9 grade level as described in the GS-11 above.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
