- Performs operational functions of I-REN's energy efficiency programs including data collection, analysis, and reporting; evaluation of energy efficiency in buildings and infrastructure; benchmarking; and participation in utility programs.
- Monitors I-REN's overall programs and works with consultants on completion of program deliverables including reporting, coordination with member agency staff, and community stakeholders.
- Demonstrates understanding of the Building Energy Efficiency Standards - Title 24, Parts 6 and 11.
- Coordinates work of consultant team and regional stakeholders in the development and submittal of the I-REN Implementation Plan to the California Public Utilities Commission.
- Supports the Workforce, Education & Training (WET) program outreach, education and engagement for contractors, government employees, and businesses including design and development of outreach materials, website design, development and analytics, social media, and newsletters.
- Participates in the implementation of program goals, objectives, policies, procedures, and priorities of strategies and work plans.
- Participates in, and tracks results of, public events and workshops and coordinates participation in other energy efficiency, building, and code enforcement-related events.
- Prepares and presents staff reports and other correspondence as appropriate and necessary.
- Creates presentations for stakeholders and citizens on new programs, policies, or other sustainability efforts; showcases individuals, businesses, and projects for recognition of leadership in sustainability.
- Conducts outreach and information sharing to member agencies, community partners, and private sector stakeholders
- Develops Requests for Proposals (RFP) as necessary.
- Represents WRCOG at energy program-related conferences, workshops, and meetings to maintain current knowledge of field and to provide information about WRCOG's programs.
- Performs program deliverable reporting, timely completion of time sheets, staff reports, and expense reports.
- Assists with invoicing and budgeting tasks.
- Coordinates regular committee meetings, including scheduling, preparation of agendas, development of supporting reports, and preparation of meeting summaries.
- Performs other related duties as required.
- Coordinate and schedule meetings, facilitate communication between consultants and member agencies, and conduct outreach to agencies, including maintaining and updating Mailchimp and Constant Contact distribution lists.
- Represent I-REN at meetings and events, including in-person check-in meetings with participating I-REN agencies.
- Analyze program data and prepare reports tracking progress, outcomes, and performance metrics for Public Sector programs.
- Coordinate travel and logistical arrangements for staff, including hotel accommodations, airfare, conference registrations, and meeting-related meals.
- Represent I-REN at public events, workshops, and outreach activities as needed, including staffing informational booths, presenting on I-REN programs, and distributing program materials to stakeholders and community members.
- Provide cross-sector support to the Workforce, Education & Training (WET) Program Manager, assisting with coordination and implementation of program activities as assigned.
- Actively support and lead in the development and deployment of tasks related to initiatives of Workforce Education & Training sector that include, but are not limited to: I-REN Energy Fellowship, County Workforce Development Partnership programs, and energy career awareness activities for kindergarten to 12thgrade(k-12) educational institutions.
- Manage program communications from planning through execution, including agreement coordination, procurement support, documentation compliance, and performance reporting; analyze data and metrics to support budgeting, program effectiveness, and leadership decision-making.
- Serve as a senior representative of the organization at community, public, and governmental engagements; cultivate and maintain strong partnerships with regional agencies and stakeholders, acting as a primary communications point of contact.
- Direct the development and execution of integrated outreach and marketing efforts-news releases, newsletters, digital content, social media, and web updates-ensuring consistent, brand-aligned messaging in collaboration with consultants and internal teams.
- Strategically plan and oversee outreach initiatives, public meetings, and events of varying scale; ensure each engagement advances program goals, strengthens community trust, and delivers measurable public value through effective storytelling and follow-through.
- Provide advanced support for invoice review and processing, including invoice tracking, budget monitoring, and preparation of budget amendments, ensuring accuracy and compliance with program requirements.
- Support contract administration activities, including tracking contract status and deliverables and maintaining the I-REN contract database in real time, with close coordination between contract records and invoicing activity.
- Serve as a primary liaison between I-REN program staff and the WRCOG fiscal team to facilitate effective communication, coordination, and timely resolution of fiscal and contractual matters.

Job Summary
Under the direction of the WRCOG Director of Energy & Environmental Programs and the Program Manager for Inland Regional Energy Network (I-REN), the Management Analyst plans, organizes, and performs a variety of monitoring, evaluation, and reporting activities in support of I-REN's programs and outreach; works with stakeholders such as contractors, and partner agencies to coordinate and monitor various energy-related programs. This position will also oversee and coordinate the activities of specific energy-focused projects and initiatives, oversee the management and implementation of contracts and grants, and identify emerging trends, potential challenges, and new opportunities for I-REN in Riverside and San Bernardino Counties.
The Management Analyst will work primarily on the Inland Regional Energy Network (I-REN). This position will perform a variety of advanced professional, technical, analytical, and administrative duties in providing highly responsible staff assistance to the Energy Department and Executive Management and carrying out related work as required. The position requires significant interface with regulatory agencies, independent utility operators, jurisdictional staff, and community stakeholders. The work assignments are broad in scope and are performed with considerable independence. The incumbent is responsible for identification, implementation, and the success of continuous improvement and increased productivity for programs within the Energy Department.
This recruitment may be used to fill up to four positions to support agency operations in one or more of the following areas: (1) Public Sector, (2) Workforce Education & Training, (3) Communications & Outreach, and (4) General Budget and Administrative Support.
This position is assigned a 9/80 work schedule, with every other Friday off. WRCOG maintains a hybrid work arrangement in accordance with agency and operational needs. The position is based in Riverside, California. Positions will be filled at a level commensurate with the qualifications, experience, certifications, and demonstrated competencies of the selected candidate, as determined by WRCOG.
SUPERVISION RECIEVED AND EXERCISED
The Management Analyst will receive administrative, policy, and technical direction from the Director of Energy & Environmental Programs and Program Manager for I-REN. The Management Analyst position does not have any subordinate staff.
CLASS CHARACTERISTICS
Analyst II: This is the journey-level classification in the Analyst series. Incumbents at this level perform the more difficult assignments, projects, analyses, and studies assigned to positions within the series, requiring the use of considerable discretion and independent judgment in performing assigned work and full and thorough knowledge of the concepts, practices, procedures, and policies of assigned program(s). Assignments are given with general guidelines, and positions are responsible for establishing objectives, timelines, and methods to deliver work products or services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.
Analyst III: This is the senior level in the Analyst class series. Incumbents independently manage assigned projects, studies, or programs; research, analyze, and develop solutions to a wide range of issues; participate in agency-wide planning discussions related to assigned area of responsibility; demonstrate independent judgment in selecting methods and techniques for obtaining solutions; and/or serve as a professional-level resource for analyses and studies which are complex in nature and diverse in scope. The work involves a high-level of problem-solving requiring analysis of unique issues or increasingly complex problems without precedent and/or structure, managing multiple stakeholder interests, and formulating, presenting, and implementing strategies and recommendations for resolution. Work assignments are typically given as broad, conceptual ideas and directives, and incumbents are accountable for overall results and responsible for developing guidelines, action plans, and methods to produce deliverables on time and within budget. This class is distinguished from the Program Manager classification in that the latter are responsible for planning, developing, implementing, and managing assigned programs, serving as agency and/or regional technical experts, and managing assigned staff.

Analyst II/III: Equivalent to a bachelor's degree from an accredited college or university with major coursework in Public Administration, Communications, Business Administration, Environmental Sciences, or a related field? A master's degree in a related discipline is highly desirable.
Analyst II: Three (3) years of increasingly responsible professional experience in a field related to assigned program/area of responsibility.
Analyst III: Five (5) years of increasingly responsible professional experience in a field related to assigned program/area of responsibility.

PHYSICAL DEMANDS:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various WRCOG meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in work areas and walking between work areas are required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

MEDICAL INSURANCE COVERAGE
Employees may choose from several HMO and PPO health plans administered through CalPERS. WRCOG covers medical insurance for the employee + one dependent at the CalPERS Region 3 Kaiser Rate (up to $1,938.10). Employees may waive WRCOG-sponsored medical plans by providing evidence of other medical coverage each plan year. Upon meeting eligibility requirements, the employee is eligible to receive an opt-out reimbursement amount which is one-fourth of the CalPERS Region 3 Kaiser Rate. This medical opt-out payment is paid as taxable earnings. This amount for 2026 is $581.44/month.
DENTAL & VISION INSURANCE
Premiums for dental and vision insurance are covered 100% by WRCOG for the employee and all their dependents.
LIFE INSURANCE
Life insurance in the amount of $50,000 is provided by WRCOG for the employee. Employees may voluntarily elect to enroll in additional life insurance products. An Employee Assistance Program (EAP) is also offered to employees at no cost. Supplemental life insurance is available at a cost to the employee through payroll deductions. Benefits include CalPERS retirement benefits, Classic: 2.7% @ 55 formula and PEPRA 2% @ 62 formula with 8.50% Employee Paid Member Contribution.
