      Background

      Finance Complex ITS (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the Bank Group’s Financial services, which include Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building on a shared platform that provides scale, leverage, reliability, and control and improves responsiveness to emerging business needs.

      The Finance Complex Financial Technology unit supporting Treasury Systems (ITSTR) provides highly specialized technology services to all business lines within Treasury. The World Bank Treasury (Treasury) provides asset management, banking and debt management, and capital markets services to the International Bank for Reconstruction and Development (IBRD) and its affiliates and member countries, and to other official-sector institutions. Treasury also carries out extensive collaborations with finance officials of member countries and their agencies with the objective of building members’ capacity in public wealth and debt management. The scale of these activities is substantial: Treasury currently manages an annual funding program of US$60 to 70 billion through debt issuances of IBRD and IDA. Treasury leads a global team of capital markets professionals in the prudent management of US$200 billion debt portfolio; US$170 billion asset portfolio being managed for the World Bank Group and over 70 clients.

      The group comprises approximately 70 staff and consultants, located at World Bank headquarters in Washington, D.C. and at offices in Chennai, India and Sofia, Bulgaria. ITSTR supports financial applications and technology infrastructure in areas including investment, liquidity, funding, and asset-liability management.

      Using existing staff as benchmark, it has been observed that the level of maturity required for this type of work (IT Officer, Business Solutions II) is more frequently found in candidates having a minimum 15 years of relevant experience. However, the quality of the candidate’s work experience carries considerable weight in the selection process.

      Duties and Responsibilities

      •Demonstrate technical leadership in contributing to the implementation, maintenance, and operation of business-critical financial applications supporting the World Bank’s Treasury and Capital Markets lines of business. This includes applications that perform trade capture, settlement, accounting, valuation, quantitative analysis, market data capture, curve construction, call monitoring, SWIFT messaging, collateral management, reporting, etc.

      •Apply technical and business knowledge to architect and implement solutions.

      •Effectively document and communicate technical analyses, designs, and specifications.

      •Assist with the development of test plans.

      •Coordinate with vendors and consultants, overseeing their deliverables to ensure that they satisfy requirements and meet World Bank standards.

      •Coordinate with project team members (BA’s, PM’s, Tech Leads, Developers, etc.)

      •Uphold compliance with established processes and controls for Application Development and Maintenance.

      •Work with Enterprise Architects to ensure compliance with standards.

      •Work with the Information Security Team to satisfy its requirements/recommendations and support related security testing.

      Selection Criteria

      •Master’s degree, majoring in Computer Science/Information Systems/Mathematics, with a minimum of 15 years relevant experience using current technologies.

      •Excellent communication (oral & written) and collaborative skills.

      •Ability to independently manage large, complex deliverables in an environment of shifting priorities.

      •Willingness to challenge assumptions and debate ideas.

      •Proven conceptual and analytical skills.

      •Sound engineering judgment about the differing tradeoffs of competing approaches to technical problems.

      •Knowledge of the institution’s technical and operational infrastructure, relevant institutional policies and procedures; ability to effectively liaise with stakeholders on policy and technical issues.

      •Knowledge of portfolio management systems: analytics and financial valuation of complex structured transactions.

      •Demonstrated experience with Linux, Windows, shell scripting, Oracle (SQL), Java, C/C++, Python.

      •Experience in documenting and managing issues and actions for development projects and support activities.

      •Ability to provide creative, effective ways of overcoming project management and execution challenges.

      •Capacity to work both independently and in a team; and a willingness to seek advice and assistance.

      •Superior writing skills in English.

      •Knowledge of software models used in business applications, trade management systems, development tools, and middleware, each of which has a lifecycle to be managed.

      •Demonstrated interest in and understanding of the Bank Group’s work and objectives. (External candidates should be familiar with the mission and objectives of the World Bank Group.)
