      About the Division and Unit

      The Information Technology (IT) Division is responsible for providing quality products, services, and solutions in service of Washington State Department of Labor and Industries (L&I) business priorities enabling the organization's customers to keep Washington safe and working.

      Within the IT Division's Maintenance and Operations (M&O) program, the Application & Data Management (A&DM) program is comprised of six development teams organized into multiple Agile teams that deliver advanced web capabilities to citizens businesses within Washington State.
      About the Role

      As the A&DM SQL IT Senior Data Architect, this position is responsible for designing strategies for enterprise databases, data warehouse systems, data reporting, data archival and data storage. If chosen for this role you will set standards for database operations, programming, query processes, and security. You will use your specialist knowledge to create and optimize data models for warehouse infrastructure and workflow as well as integrate new systems and refine system performance and functionality.

      Duties
      Some of what you'll do:
      • Develop, design, and maintain new architecture for systems and ensure that compliance of existing architecture and documentation are in alignment with IT standards. This includes:
        • Develop database architectural strategies at the modeling, design and implementation stages to address business or industry requirements.
        • Plan and develop policy for overall solution-integrity of applications maintained by the agency.
        • Develop agency-wide standards and practices, design decisions, and deliver architected standards by incorporating feedback from interacting and consultation with a wide range of people, from highly technical software developers to Senior Executive stakeholders.
        • Develop and maintain implementation plans for key aspects of enterprise architecture based on business requirements and IT strategies.
        • Lead work with project teams across the organization to develop and apply standards and ensure compliance during project development and implementation phases are sustained.
      • Provide exceptional customer service, including:
        • Consult and advise with several program managers, IT Managers, Agency Directors, and other leadership roles.
        • Provide facilitation, clarification, and instigate cooperation amongst peer groups.
        • Provide appropriate, clear, and concise reporting.
      • Operational Architect, including:
        • Consult with the Application and Data Management (A&DM) supervisors/technical leads in developing and complying with architectural policies, standards, and procedures outlined by the supporting IT groups.
      • Business and Systems Analysis, including:
        • Interpret business requirements as defined by the end user to intelligible requirements that meet system architecture and design.
        • Consult and advise the supervisors/technical leads of the system in question by the development of documented system designs and an outlay of technical solutions.
      • Data Management Compliance for systems, including:
        • Provide data architecture, services, data modeling, and data administration support to ensure the following is compliant with overall architecture requirements.

      Qualifications
      Required:
      • Ten (10) years* of progressive professional experience in qualifying professional IT experience. Qualifying professional IT experience for this position is defined as experience in the following:
        • Developing and enhancing applications using languages and tools such as Visual Studio, C#, VB.Net, ASP.Net, HTML, CSS, JavaScript XML, JQuery, MWM or MVC, WPF, ADO, WCF, JSON
        • Applying and developing coding and testing standards, application architecture and architectural patterns, security protocols and frameworks, application source control and agency policies required to develop and maintain applications.
        • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework
        • Performing unit testing
        • Applying development and architecture standards in a managed environment

      *NOTE: Education may substitute year for year for experience up to four (4) years for a Bachelor's degree and up to two (2) years for an associate's degree in Information Technology, Computer Science, Computer Programming, or a closely aligned field.

      • Five (5) years of advanced IT experience such as (but not limited to): IT Senior Supervisory, IT Manager, IT technical lead, or leading IT professionals in implementing business systems, applications, new technology and infrastructure

      Insurance Benefits

      Retirement and Deferred Compensation
      State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

      Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

      Social Security
      All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

      Public Service Loan Forgiveness
      If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

      Holidays
      Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

      Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

      Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

      Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

      Sick Leave
      Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

      Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

      Vacation (Annual Leave)
      Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

      Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

      Pay status includes hours worked, time on paid leave and paid holiday.

      As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

      Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

      Military Leave
      Washington State supports members of the armed forces with 21 days paid military leave per year.

      Bereavement Leave
      Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
