      The Wisconsin DNR 's Division of Forestry is hiring an LTE (Limited Term Employee) Associate Division Planner/ Program and Policy Analyst.

      This position can be stationed at any DNR workstation statewide, dependent on available space.

      Based on an assessment of the goals and work activities, this position may be eligible for telework. This assessment does not convey approval to telework or the exact percentage of telework. Telework is subject to supervisor approval based on individual circumstances and department telework policies and may be changed without notice based on business needs.

      Position Summary

      This position works with the lead Division Planner to support strategic planning and division program reviews. They work closely with leadership, supervisors, and staff to complete critical strategic planning exercises, process steps, complex strategic documents, and other products. The position periodically travels throughout the state including overnight travel. This position will work under general supervision.

      40% Strategic Planning Coordination and Support

      Assist the Division Planner in developing and maintaining planning tools, processes, and procedures for the Division of Forestry's program reviews, implementing Strategic Direction outcomes, and preparation for incorporating findings into future planning initiatives.

      Manage and analyze large datasets, review employee input on program review recommendations, support Division Planner and leadership in deliberation and decision-making, and develop project charters based on program and leadership guidance.

      Provide logistic support and assist in facilitating diverse teams of technical experts to support planning processes.

      25% Coordinate and support planning process workshops

      Support Division Planner in coordination, facilitation, and documentation of division program review process workshops.

      Co-lead workshops with division planner including managing logistics, facilitating strategic planning discussion exercise, documenting outcomes, and following up with assignments for participants.

      Write and help prepare planning documents which include sensitive and complex forestry issues in the context of strategic planning and division program reviews.

      35% Project management and facilitation

      Lead program staff through the program review and strategic planning process, coordinate operational projects, business service requests, and research efforts with guidance from division leadership as needed.

      Draft project management materials, conduct initiatives, draft assignments, and track completion of key efforts.

      Assist with coordination of operational projects as needed, including vendor coordination, purchasing, and meeting logistics support.

      Set up in-person and virtual meetings, plan agendas, and assist in designing meeting materials.

      Salary Information

      This position pays between $26.50 - $27.68 per hour and is in pay schedule and range 07-04. Compensation will be set in accordance with the State Compensation Plan.

      Job Details

      This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

      Special Requirements:

      1) Residency: To be considered for this position, you must be a resident of the State of Wisconsin.

      A Wisconsin resident is a person who:

      a. Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;

      b. Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;

      c. Is eligible to register to vote in this state; or

      d. Is the spouse of a person meeting the requirements of par. (a), (b), or (c)." s.230.03(12), Wis. Stats.

      2) Background Checks: The Department of Natural Resources conducts criminal background checks on final applicants prior to a job offer.       Qualifications

      In addition to the required qualifications below, the selected candidate must be eligible to drive a state vehicle and meet the following criteria:
      • Have a valid driver's license
      • Be at least 18 years of age
      • Have a minimum of two years licensed driving experience
      • Have not had three (3) or more moving violations and/or at-fault accidents in the past two (2) years
      • Have no OWI/DUI violations within the past year

      Qualified candidates will have the following qualifications:
      • Highly organized and deadline-oriented
      • Experience with process planning and/or project management
      • Experience w/ natural resource planning and/or forestry concepts
      • Experienced qualitative and quantitative analysis skills
