Job Description

- Oversee Navigation and Outreach Program including the admissions to HRC and along with community partners, participate in the referrals to other housing programs.
- Schedule, lead, and facilitate the weekly prioritization meeting to review the acuity list with community partners and determine placements based on the acuity list.
- Maintain and manage the acuity list for the HMIS (Homeless Management Information System) of Palm Beach County; ensure that those at highest risk are placed and list is updated daily.
- Manages coordinated entry for permanent supportive housing.
- Participate in Case Conferences with community partners as needed.
- Attend HMIS COC ( Homeless Management Information System Continuum of Care) subcommittee meetings as assigned and represents the agency in a professional manner.
- Responsible for taking the lead in preparing the monthly shelter statistical data report for the Lewis Center and Annex, which gets submitted to the County. The report is due to the VP of Programs and Services and/or the Division Director of Homeless Shelter Services by the 5th of every month for the previous month.
- Oversees the Traveler’s Aid program. Develops the logic model. Develops skills and knowledge in facilitating diversion for those seeking homeless services. Provides training to staff in how to facilitate diversion with those seeking services. Becomes knowledgeable regarding the eligibility for services and required documentation needed to access funds. Ensures contract requirements are followed. Responsible for marketing the program to the community and ensuring funds are expended by the end of the contract year. Responsible for preparing the quarterly report to the county; reporting on outcomes and utilization. Responsible for achieving outcomes stated in the contract/logic model. Prepares the monthly billing reports based on services provided and submits to the Senior Director at the Lewis Center by the first of the month (or first business day of the month) for the previous month. May need to facilitate assistance to individuals in need of travel on nights and/or weekends. Must be responsive to requests outside of regular working hours.
- Responsible for the implementation, oversight, and management of the Senior Homeless Prevention program. Works collaboratively with the subcontractor(s). Ensures services are provided in accordance with contract regulations. Works to market the program to the community to ensure funding is maximized and reaches those who are in need. Develops the logic model and ensures outcomes per the logic model are achieved. Responsible for preparing the quarterly report to the county; reporting on outcomes and utilization. Prepares the monthly billing reports based on services provided and submits to the Administration Director at the Lewis Center by the first of the month (or first business day of the month) for the previous month.
- Interview, select, recommend, hire, train and supervise assigned staff. Assign and check work . Provide direction to staff and assist in the investigation and resolution of problems. Evaluate performance and provide counseling and coaching to employees. Holds staff accountable. Initiate personnel actions, such as promotions, transfers, terminations, or disciplinary measures. Maintain harmonious employee/employer relations. Determine current and future staffing levels.
- Perform any range of departmental assignments or special projects as requested.
- Demonstrate by words and actions a commitment to the Goodwill mission to help people experiencing homelessness and other barriers to become self-sufficient, working members of the community.
- Perform or assist with any duties or operations, as required to maintain workflow and to meet schedules and quality requirements.
- Maintain safe work area and comply with safety procedures and equipment operating rules, keeping work area in a clean and orderly condition.
- Participate in any variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
- Bachelor’s degree in Social Work or related field or the equivalent years’ experience strongly preferred.
- Minimum two (2) years’ experience working with homeless population and/or in a residential setting or experience working with populations with co-occurring disorders preferred.
- Ability to work in a team environment. Ability to deal with a wide variety of people in a positive manner.
- Must have excellent verbal and written communication skills.
- Must present themselves in a professional manner at all times.
- Demonstrated ability to use sound judgment as well as the ability to take direction.
- Willingness to work nights and/or weekends.
- Must have a valid Florida driver’s license, valid insurance, reliable transportation for travel to outlying locations (must travel between West Palm Beach and Delray Beach) and the ability to be insured under the company’s vehicle insurance policy.

SCOPE:
Oversee Navigation Program including the admissions to Homeless Resource Center (HRC) in collaboration with community partners. Oversee and implement Senior Homeless Prevention Program in coordination with subcontractor(s) as well as the Traveler’s Aid Program. Contribute to the mission of Goodwill by providing a safe environment for formerly homeless individuals and families, guided by limits of established standards and accepted practice.
