      ICAN Partial Work Program

      Program Client Manager Job Description


      Primary Function:

      This is a management, supervisory position. The Program Client Manager must be a dynamic and mature leader who is innovative, organized, detail-oriented, flexible, and dependable. The Program Client Manager will help lead a regional center vendored, community-based day program for adults with developmental disabilities. This position supports and fosters client choice. The Program Client Manager will be responsible for coordinating all aspects of the program provided to ensure that the supported clients receive the proper attention, and seeing that all aspects of the program are in compliance with the program design and state requirements. This position requires extensive involvement with persons of diverse backgrounds, ethnicities, and abilities. The Program Client Manager reports directly to the ICAN Director of Admin.


      Schedule

      • Monday through Friday, 8:30am to 5:00pm; generally aligning with the Partial Community Program schedule

      • This position works at the Redondo Beach , CA location

      Minimum Qualifications :

      • Must be at least 21 years of age

      • Must be able to maintain regular attendance

      • Must be able to consistently arrive on time

      • Must be able to multitask and work independently with clients

      • Must be able to meet schedules and deadlines

      • Must be an organized, flexible, detail-oriented, and dependable individual

      • Must be able to plan, implement, and initiate effective meetings and trainings

      • Must follow all the rules and regulations listed in ICAN’s Policy and Procedures Manual and ICAN’s Code of Conduct and Ethics


      Education, Experience, and Knowledge:

      • Must meet either of the following requirements:

      1. A baccalaureate degree in psychology, social work or a related human services field and a minimum of one year experience in the management of a human services delivery system,

      Or

      1. Three years of experience in a human services delivery system including at least one year in a management or supervisory position and two years of experience or training in one of the following:

      i. Care and supervision of clients in a licensed adult day

      program, or an adult day health care facility.

      ii. Care and supervision of one or more of the categories of persons to

      be served by the day program.

      • Must have strong leadership abilities and be able to communicate effectively, both in writing and orally, with all members of ICAN staff, the clients, guardians, funding agencies, community leaders, and educational institutions

      • Must be responsible fiscally and have the ability to manage a budget and maintain fiscal controls for the department

      • Must have strong computer skills, including the use of Mac Products, Excel, Word, Pages, Google Docs, Google Sheets, Google Drive, and Dropbox

      • Must have adequate typing skills

      • Must be fluent in English and have strong English writing and grammar skills

      • Preferred bilingual in Spanish or ASL

      • Must have good judgment and demonstrate good decision making skills

      • Current ICAN employees preferred


      Certifications and Other Requirements :

      • Must be CPR and First Aid certified or receive CPR and First Aid certification within the first thirty days of employment and keep it current.

      • Must have the ability to pass health screening, tuberculosis skin test, and submit a fingerprint clearance through LiveScan before starting employment.

      • Must have reliable transportation, valid California Driver’s License or valid driver’s license from another state at the time of interview and throughout employment with a clean three year driving record. Proof of current California automobile liability insurance at time of interview and throughout employment.

      Physical Demands and Working Conditions:

      • Having dexterity of hands and fingers to operate standard office and computer equipment

      • Sitting or standing for extended periods of time

      • Lifting, carrying, pushing, and pulling up to 70 pounds, including pushing a wheelchair

      • Providing assistance with personal care, which includes but is not limited to, transferring an individual with little or no weight-bearing skills

      • Working in indoor and outdoor environments, as well as traveling


      Professional Development :

      The Program Client Manager must be available for compensated, state-mandated ongoing professional development and continuing education classes and document for a minimum of 30 hours every 24 months of employment. This will require attending seminars at Regional Centers, applicable courses at other sites or online, and travel to other conferences outside of the Los Angeles area.


      Essential Responsibilities:

      (These may include but are not limited to)

      • Managing the program attendance, to ensure that the staff:client ratio remains in compliance with the program design and state regulations

      • Ensuring the health and safety of the clients through development and implementation of standards, guidelines, trainings, and services

      • Conducting client observations in the field and at the day program facility

      • Assisting the clients in realizing, developing, and implementing their goals noted in their Person-Centered ICAN 30 Day Reports and ICAN Annual Reports

      • Conducting day program tours for potential clients and guardians when Program Coordinator’s are unavailable.

      • Provide support to Program Coordinator during client monthly club selection or conduct one-on-one interviews with clients when Program Coordinator’s are unavailable to pick out their club schedule for the upcoming month and ensure calendars, lesson plans, and club supply inventory are sufficient

      • Overseeing curriculum quality to ensure that the ICAN day program’s clubs are providing meaningful activities that will support the clients in their goals and choices

      • Ensuring completion of all required documentation and data are compiled, including case notes, service authorizations for billing, and client attendance

      • Review and reconcile case notes following program each day

      • Ensure any reported incidents, unusual behavior, or suspected abuse are reported to guardians, service coordinators, and/or the authorities as required or deemed necessary

      • Maintains client record database and reviews for regular updates

      • Conducting client intake interviews at which the client will either be accepted or denied into the program. Oversee client intake/exit process and keep updated and complete referral, intake, and ongoing records

      • Creating and updating client face sheets and skill trackers and providing to coaches in a timely manner after 30 day and annual reviews

      • Writing the client’s person-centered 30-day and annual reports to present at their meetings

      • Conducting client’s semi-annual phone meeting six months after their annual meeting

      • Review and update medication logs

      • Supervising the relationship between the clients, guardians, and their regional center service coordinators and facilitating meetings between the different groups

      • Acknowledge the receipt of the Department's correspondence, deficiency notices, or field reports when the Department has requested a response

      • Ensure the timely correction of all cited deficiencies

      • Work as a team to achieve the mission of the PWP to empower clients to progress toward employment. Participate and lead monthly team discussions and idea sessions to develop creative work opportunities and ensure clubs and systems drive the primary mission.
