The Community
Known as the “Pride of the Foothills”, Glendora is a beautiful, family-oriented community, with a small-town feel. Founded in 1887, and incorporated in 1911, Glendora has evolved from a thriving agricultural community to an active, picturesque, and prosperous suburb of the San Gabriel Valley with over 52,000 residents.
Located along the foothills of the scenic San Gabriel Mountains, Glendora boasts roughly 19 miles of hiking, equestrian and multi-use trails within its city limits – 32 trails in all. Glendora is one of Southern California’s most attractive residential communities. Its Vision – to “strive to maintain our distinct sense of community values that fosters an environment of innovation, resiliency, safety, sustainability and inspiration for everyone” – is illustrated in its commitment to foster superior educational, youth, family, and senior programs, active service organizations, and cultural resources. Today, Glendora has a historic downtown commercial district, one of Los Angeles County’s largest auto centers, a bustling retail center with several large box retailers and hundreds of small shops. The City is also home to Citrus College and the Haugh Performing Arts Center.
The Organization
The City of Glendora functions under a Council-Manager form of government with a 5-member City Council, elected by district and serving staggered four-year terms. The City’s Mission is to “provide its citizens and business community effective municipal services while maintaining our historical sense of community values.”
The City operates on a two-year budget with a total citywide budget of $126 million in FY 2025-26 and $142 million for FY 2026-27. The City’s Capital Improvement Program Budget in FY 2025-26 is $14.9 million and $29.3 million in FY 2026-27. The City prides itself on being a full-service municipal organization with over 260 full-and part-time employees. The City Manager leads a talented Executive Team representing City Management, Administrative Services, City Clerk, Community Development, Information Technology, Library, Police, Public Works, Recreation and Human Services, and contract Fire Services. The Public Works Director is a key member of the Executive Team, advising the City Manager on matters related to department operations and assisting other departments with the implementation and maintenance of their Capital projects.
The Department
The Public Works Department is a full-service operation with a total budget of $33 million. The Department is responsible for the City’s streets, sidewalks, the orderly movement of traffic, capital projects, public improvements, park maintenance, assessment districts, City owned buildings, fleet, and operating the water system.
In Glendora, the Public Works Department is made up of two main components – Water and Operations & Maintenance – that are led by two talented and experienced Assistant Directors and is supported by an Administrative Division. In total, the department has 64 full-time positions.
Operations & Maintenance encompasses several divisions: Engineering; Environmental Services (including NPDES Compliance); Facilities Maintenance; Fleet Management; Parks, Trees, & Landscape; and Streets Maintenance. It also enlists the services of contract engineers to assist with the review and design of larger projects and to keep current with project delivery expectations.
The Water Utility is comprised of the following five divisions: Administration; Conservation; Customer Service; Production; and Transmission/Distribution. Working together, the Divisions ensure safe and reliable delivery of water to approximately 43,230 consumers via 13,500 water service connections (residential and commercial) while maintaining an extensive network of infrastructure that includes 210 miles of water lines (1-30 inches), 8 active groundwater wells, 29 storage reservoirs, 20 pump stations, 3 hydropneumatic systems, 3 pressure regulating stations, 1,760 fire hydrants, and operation of the City’s SCADA system.
Public Works is in the process of implementing a new work order system, and recently completed the implementation of a new automated permit system; additional investments in technology will continue to be made, including build out of public works specific geographic information systems data.
Over the last several years, the City has undertaken an aggressive approach to address the growing infrastructure challenges it faces. Public Works leads this effort through the preparation and implementation of the City’s Capital Improvement Plan (CIP). The CIP provides for the planning, management, and financing of the City’s capital needs over a five-year horizon, focusing on two-year increments to align with the City’s two-year budget. The Position
The City of Glendora is seeking an engaging and collaborative leader to be its next Public Works Director. Under the direction of the City Manager, the Public Works Director is responsible for the management and operations of the City’s street & sidewalks, facilities, fleet, engineering, park maintenance, conservation programs and water system. The ideal candidate must be an innovative and energetic leader, skilled communicator, and strategic thinker. They must be able to manage, organize, and prioritize the work program of the various division, sections, and capital projects to ensure the timely, effective and successful delivery of services to the community. They must be skilled in managing the department budget and knowledgeable of the regulations and requirements of the various funding sources.
As the leader of the department, the Director must be an experienced supervisor with a passion for growing, mentoring and coaching their team. The ideal candidate should be skilled in speaking and presenting to a variety of audiences, including staff, City Council, Commissions, other governmental agencies, and the public. They should have considerable knowledgeable of the modern principles and practices related to engineering, contract management, park & tree maintenance, fleet management, environmental programs, and water system management.
Education and Experience
The successful candidate will possess any combination of education and experience that demonstrates the knowledge, skills and abilities needed to lead a high performing Public Works team.
A typical example of qualifying experiences and training is six years of professional experience and demonstrated leadership in a public or private organization including supervision and progressively responsible professional level civil engineering experience with a local public agency which included considerable supervisory experience and administrative responsibility.
A Bachelor’s degree from an accredited college or university with major course work in civil engineering, water management, public or business administration or a related field is required; a Master’s degree is preferred.
The successful candidate must possess a valid California Driver’s License.
Registration as a Professional Engineer in the State of California is highly desired.
