Work Location: Hybrid - 4 days onsite, 1-day remote Columbia, SC 29210

About the Client / Project
The Client Medicaid Agency for South Carolina. The agency is undergoing a large-scale modernization of its Medicaid Management Information System (MMIS). This initiative represents a significant transformation in culture, processes, and technology, supporting a transition from a traditional fee-for-service model to managed care and improved health outcomes.
The Quality Assurance Analyst - Consultant will work within the Client Project Management Office (PMO), which is responsible for staffing projects and enforcing IT governance, standards, and best practices across enterprise initiatives. Role Overview
The Quality Assurance Analyst - Consultant will be responsible for validating technical solutions, ensuring application quality, and supporting enterprise-level healthcare systems. The role involves close collaboration with project managers, developers, business analysts, and stakeholders to ensure solutions meet functional, technical, and policy requirements.
Daily Duties and Responsibilities
• Perform testing on technical solutions to identify, isolate, and resolve issues
• Initiate tests, analyze results, and document findings
• Develop comprehensive test plans, test cases, and testing scenarios
• Support Quality Assurance (QA) and User Acceptance Testing (UAT) efforts
• Maintain SDLC traceability from requirements through test cases and system components
• Design and execute user interface testing and regression testing
• Test applications for reliability, stability, and usability
• Implement testing programs, including negative testing
• Design and/or execute automated test scripts and support deployment
• Participate in defect triage, retesting, and resolution activities
• Create and maintain QA documentation, metrics, and reports
• Adhere to established testing governance, standards, and best practices
• Recommend continuous improvements to QA processes
• Conduct reviews, walkthroughs, and inspections per governance standards
• Communicate testing status, open issues, risks, and gaps to development teams and stakeholders
Required Skills (in order of importance)
• 5+ years translating business requirements or policy documentation into test cases and scenarios
• 5+ years building test cases and scenarios into formal test systems
• 3+ years deep knowledge of healthcare operations and business processes (Medicaid preferred)
• 3+ years direct, hands-on experience with formal test design tools
Preferred Skills
• 5+ years experience working with large enterprise or e-business systems
• 3+ years proficiency with manual and/or automated testing tools such as Azure DevOps or Atlassian JIRA and Confluence
• 3+ years experience working in a standard SDLC (Waterfall methodology)
• Experience working in Agile delivery environments
• ICD-10 and Medicaid experience strongly desirable
Education
• Bachelor's degree in a technical, business, healthcare, or related field
• Relevant experience may substitute for formal education
