Job Summary
Under general direction and in compliance with standard operating procedures and policies, collects and analyzes financial information, identifying trends and patterns. Reviews all invoices received by the Greenville Transit Authority (GTA) for extensions, calculations, and proper account numbers entered in the appropriate financial system (e.g., City and GTA). Creates monthly financial statements for the GTA Board of Directors and presents the statements along with check listing to the Board as needed. Processes all accounts payable and accounts receivable billings as well as tracks in-kind work force entries and accounting for encumbrances. Sets up accounts in the financial management software as well as the annual budget. Creates and circulates purchase orders when needed. Creates and oversees the annual audit schedule, including complying with audit needs. Works with the OMB Budget Administrator and Transit Director to ensure that all necessary fiduciary information is provided to the GTA Board as well as Federal Transit Administration (FTA) and South Carolina Department of Transportation (SCDOT). Serves as the subject matter expert for all transit financial information and processes. Provide budgetary and another support to the OMB Budget Administrator.
Essential Functions
• Perform Accounting Functions: Prepare and post monthly journal entries to the GTA financial system. Reconcile the bank accounts for GTA. Work with the external auditors for the annual GTA audit as well as FTA and state audits. Prepare monthly financial statements for the GTA Board and present to the Board as needed addressing any concerns from Board members. Utilize both the City's financial software and the GTA financial software regularly. 30%
• Process Accounts Payable/Receivable: Collect, review, and route invoices for proper approval of payment. Ensure all applicable information and approvals are accounted for prior to submitting the check listing for payment. Create monthly and/or quarterly billings for Accounts Receivable. Issue purchase orders as needed. 20%
• Prepare Grant Draw Downs: In coordination with Transit Planning personnel, track and account for grant funds and related documentation. Calculate necessary grant funding request including indirect cost, prepare grant draw down documentation on a monthly basis, and perform draw downs once approved by applicable budget personnel utilizing the Federal ECHO (Electronic Clearing House Operation) payment system. Maintain all related documentation in a physical and electronic format. Prepare Federal Financial Report(FFR), National Transit Database (NTD), and SCDOT reports per submission deadlines. 15%
• Serve as Subject Matter Expert: Serve as the subject matter expert for transit financial information and processes. Train and provide direction to the Financial Analyst(s) assigned to assist with transit functions. Assist in setting work priorities and delegating responsibilities. 15%
• Manage Financial Management Software: Oversee the GTA Board’s financial management system including updating account codes/numbers. As requested by Public Transportation department management, run reports to include statement of activities, balance sheet, check register, etc. 10%
• Assist in Annual Budget Preparation: Assist in the preparation of the GTA annual operating and capital budget. As needed, assist in preparing the City operating budget and providing general budgetary support to the Budget Administrator. 10%
Perform other duties as assigned.
Job Requirements
• Bachelor’s degree in finance, accounting, public administration, business administration, or related field.
• Over four years of experience in finance, accounting, public administration, or business administration.
Preferred Qualifications
• Experience in governmental accounting and budgeting as well as grants accounting and reporting highly preferred.
• Master’s degree in finance, accounting, public administration or business administration.
• Professional certification such as CPA, CGFO, and/or CPFO.
Driver's License Requirements
• Valid South Carolina Class D Driver's License.
Performance Requirements
Knowledge of:
• The principles and practices of governmental accounting, finance and budgeting and the ability to apply these accurately.
• The principles and best practices of long-range financial planning, budget development, financial forecasting, budget execution, budget control, financial impact of economic changes and debt/investment management to assure compliance with state/local regulations and stewardship of public funds.
• Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies, rules and regulatory reporting requirements;
• Generally Accepted Accounting Principles and Generally Accepted Auditing Standards related to municipal financial and compliance reporting;
• Financial and auditing principles and practices, internal control systems and procedures, and budget management;
• Public administration and governmental operations; and
• Applicable local, state and federal laws, codes, rules, and regulations.
Ability to:
• Understand, interpret and apply accounting standards and procedures, applicable Federal rules and regulations, and City policies and procedures;
• Make sound, logical interpretations of complex codes and regulations laws, and guidelines;
• Analyze and interpret financial documents, and prepare complex financial reports;
• Manage multiple projects and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
• Communicate at a superior level verbally and in writing, including capacity to communicate complex ideas compellingly to a variety of audiences;
• Explain technical information clearly in reports and presentations;
• Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; and exercise integrity, ingenuity and inventiveness in the performance of assigned tasks; and
• Use computer and calculator. Microsoft Office suite of products, Financial Management software. Must have the ability to learn and use other applications as needed.
Working Conditions
Primary Work Location: Office environment.
Environmental/Health and Safety Factors: Relatively free from unpleasant environmental conditions or hazards.
Physical Demands: Continuously requires sitting and talking as well as using vision to read written and electronic materials. Frequently requires use of hearing to participate in discussions and telephone conversations. Occasionally requires fine dexterity, handling/grasping, walking, standing, and carrying. Sedentary strength demands include exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.
Mental Demands: Frequently requires working closely with others as part of a team, performing multiple tasks simultaneously, and frequent change of tasks. Occasionally requires time pressures, tedious or exacting work, and irregular schedule/overtime.
