- Develops, recommends, monitors, and reports complex transportation operating program budgets; prepares budget revisions to reflect changes in project, funding, or policy levels; reconciles budget and expenditures to reimbursements.
- Supports departmental planning, coordination, and administration of budget management process.
- Provides financial management and analyses for complex programs and projects; ensures accuracy of financial data; monitors project and grant fund expenditures; assures regulatory compliance with outside funding agencies; and closes out projects and grants.
- Conducts complex research on fiscal and financial policy issues; analyzes and reviews current and prior year expenditures, grant balances, and fund sources; develops financial models; prepares financial forecasts, cost projections and recommendations.
- Researches and analyzes various factors that will impact projects' financial situation; identifies risks and opportunities regarding revenue, expenditures and other financial issues; provides frequent communication with project managers and lead the conversation to address emerging financial issues.
- Identifies and advises on potential budget overruns, revenue shortfalls and other financial problems; recommends options and solutions; and works with management to take corrective action.
- Supports information management and reporting requirements to SDOT management, City Budget Office, City Council and granting agencies; maintains current reports; designs new reports; and writes ad-hoc reports when necessary.
- Works with systems personnel to develop, modify, and improve financial reporting and budgeting systems.
- Promotes equity, diversity, and race and social justice at SDOT.
- Bachelor's degree in business administration, public administration, finance, accounting, or a similar field.
- Three (3) years of professional experience in budget development and management, financial analysis, accounting, or similar field.
- Technical skill in analyzing large data sets and presenting results in an easy-to-follow format.
- Detail-oriented, with proven analytical and critical thinking skills.
- Experience with transportation projects or other large, complex public operating or capital projects/programs.
- Advanced skill level in Microsoft Office applications, specifically MS Excel and MS Word.
- Effective communication skills for both technical and non-technical audiences.
- Strong customer service skills.
- Excellent organizational skills, ability to respond to unanticipated requests, prioritize work, and meet tight deadlines.

- Effectively work in a multi-cultural workplace with a diverse customer base.

SDOT has an exciting opportunity for an experienced and team-oriented Senior Financial Analyst to join the Budget Team within the Finance & Administration Division. This Analyst will work closely with program managers and other internal and external partners to provide deep financial analyses and complex budgeting solutions for SDOT's transportation operations and maintenance (O&M) projects. This position plays a key role in SDOT's management of financial resources to meet Department and City objectives by forecasting financial performance against the plan and highlighting areas of opportunity and risk to various stakeholders. Additionally, this role may support complex federal grant requirements, including reporting.
