      About This Role:
      You will report to the Labor Relations Manager and provide labor relations support and act as a liaison in the areas of grievances; conducting investigations; reviewing and interpreting collective bargaining agreements; and other work as required.
      Using your functional knowledge of Title I and Title II of the ADA, Title VI, and Title VII of the Civil Rights Act of 1964, Age Discrimination in Employment Act (ADEA), Family and Medical Leave Act (FMLA), Uniformed Services Employment and Reemployment Rights Act (USERRA), Fair Labor Standards Act (FLSA) and related state and federal regulations, you will assist with the administration and oversight of collective bargaining agreements, human resources policies, programs, and services, and provide interpretation of labor agreements to managers, employees, and HR staff.

      Minimum Requirements:
      High school diploma or G.E.D. and 6 years of related (Human Resources specializing in Employee and Labor Relations) experience.

      Preferences:
      • Demonstrated experience performing employee and labor relations responsibilities including conducting investigations, providing advice, support and training for managers and supervisors on performance management, and contract grievances.
      • Experience working in local government
      • A Bachelor’s degree or course work in Human Resource, Business or Public Administration.
      • Demonstrated successful experience resolving conflict amongst staff and managers.
      • Demonstrated ability to make sound decisions consistent with policies and procedures in an environment with a formalized discipline/grievance process.
      • Intermediate to advanced proficiency in a variety of Microsoft Office Suite applications, such as Word, Excel, PowerPoint, and Adobe Acrobat Pro.
      • Demonstrated ability to communicate effectively orally and in writing.
      • Confidence in public speaking.
      • Labor Relations Certification (CLRP or CLRL) or Human Resources Certification (SHRM, HRCI, IPMA, etc).
      • Knowledge of labor relations principles and practices and comprehensive knowledge of the collective bargaining ordinance and labor agreements.
      • Ability to facilitate on-going communication and working relationships with employee labor organizations including coordination of joint labor-management committees.
      • Ability to advise/coach employees and management through sensitive HR issues to resolve conflict and seek workable solutions
      • Ability to interpret and administer policies, procedures, and collective bargaining agreements.
      • Experience conducting Employee Relations (ER) investigations; witness interviews; preparing written reports and summaries of findings with supporting documentation that is fair, impartial, and represents the facts, and analyzing investigative results.
      • Ability to analyze, research, provide recommendations, and draft new policies or update existing policies on a variety of employment, organizational, and programmatic issues in compliance with evolving and current laws and organizational standards.
      • Ability to create and/or facilitate employee and labor relations trainings.
      Special Requirements:
      The selected candidate’s offer is contingent upon the successful completion of a background investigation, which will include: Criminal History Check, I-9 and E-Verify requirements.

      Work Schedule:
      FLSA Exempt – standard is in-office Monday through Friday from 8:30am – 5:00pm. This is a telework eligible position.

      Starting Salary Range:
      $86,799.45 to $117,434.55.
