      What you'll do:

      Under the direction of the Director of Development Services, this position is responsible for managing and ensuring compliance with all aspects of the City's landscaping ordinances. This includes developing, implementing, monitoring, and enforcing all facets of the landscaping code. The role also involves participating in the development of the City's landscape improvement and maintenance program and the oversight of identified preservation lands.
      • Develops and implements plans, strategies, and programs to conserve, preserve, and promote the planting of trees and urban forests within the City.
      • Plans, develops, and coordinates all landscaping activities in compliance with the City’s landscaping code.
      • Reviews, evaluates, and responds to various development and zoning plans, e.g., site planning, surveys, engineering plans and landscape plans to determine compliance with all applicable codes, ordinance and regulations.
      • Confers with architects, developers, contractors, and development representatives to discuss tree preservation and landscaping techniques.
      • Responsible for approval of all applicable landscaping-related permits and performs all related inspections.
      • Provides assistance to the general public for landscaping-related inquiries to ensure compliance with City codes, regulations and ordinances.
      • Interprets, explains, or enforces City policies and procedures, specifications, and ordinances. May provide technical expertise and recommendations where applicable.
      • Compiles and calculates data/information for reports and cost estimates.
      • Provides oversight on City landscaping projects for conformity and consistency regarding City rules, regulations, and ordinances, and in particular landscape, zoning, and tree preservation codes and regulations.
      • Prepares and presents reports to the City Commission, and other local, state and federal governmental agencies for special planning and environmental requests, such as forestry issues, land development actions and environmental ordinances.
      • Attends City Commission, Planning and Zoning and homeowner’s associations (HOA’s) meetings when required.
      • Serves as Development Review Committee (DRC) landscaping lead.
      • Provides technical assistance to the Code Compliance Division relating to the issuance of citations for violation of City landscaping standards; may appear before the Special Magistrate as required.
      • Coordinates special projects and activities including Arbor Day and Tree City USA, and provides guidance on creating related educational brochures, flyers, presentations, and articles.
      • Performs related work as assigned/required.
      EDUCATION AND EXPERIENCE
      • Bachelor’s Degree in horticulture, landscaping architecture, or a related field with a minimum of five (5) years related work experience in urban forestry programs, municipal landscaping, or landscape inspections.
      • Experience in municipal government or public sector operations preferred.
      • Experience with code compliance and special magistrate preferred.
      • Must possess ISA Arborist Certification.
      • Must possess a valid state of Florida driver’s license with an acceptable driving record.
      • Must possess or has the ability to obtain the LIAF Landscape Inspector’s Certification within one (1) year.

      KNOWLEDGE, SKILLS, AND ABILITIES
      • Knowledge of the principles and practices of landscape architecture, urban forestry management, and arboricultural techniques.
      • Knowledge of native, non-native, invasive and nuisance trees, shrubs and plants including soil composition, irrigation, fertilization, growth patterns, and maintenance.
      • Knowledge of diseases and parasites detrimental to trees and appropriate treatments.
      • Ability to read and interpret landscaping plans and specifications.
      • Skill in management and supervisory techniques as they relate to the Urban Forest.
      • Ability to read, interpret and explain City, State, and Federal laws, ordinances and regulations applicable to the work.
      • Ability to work independently and exercise initiative and sound judgment when reviewing, planning, scheduling, and completing assignments.
      • Strong communication skills, both written and verbal, are necessary.
      • Ability to prepare and present plans and programs.
      • Ability to train or advise City personnel on related tasks and activities.
      • Ability to present to City staff and the public.
      • Ability to establish and maintain effective working relationships with the general public, co-workers, city officials, consultants, and contractors.
      • Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
      • The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
      • Additionally, the following physical abilities are required: manual dexterity, grasping, handling, hearing, lifting, mental acuity, speaking, standing, stooping, talking, visual acuity, and walking.
      • Individuals holding this position will be responsible for duties before, during, and after emergency operations concerning tropical storms, hurricanes, tornadoes, floods, fires, and acts of terrorism.
