      About our team

      Cyber & Infrastructure Security | Cyber & Infrastructure Security | Risk Assessment | Telecommunications Security Risk Section and/or Data Security and Space Risk Section

      The Risk Assessment Branch is responsible for responsible for advising government and industry on national security risks to protect Australia's critical infrastructure. The Branch works with agencies across the National Intelligence Community to develop national security risk advice, responses and actions to mitigate identified risks. We also work closely with critical infrastructure owners and operators across all sectors who best understand their asset and how to protect it. The Branch is currently recruiting Assistant Directors within two sections:

      The Data Security and Space Risk Section, responsible for assessing national security risks across the data storage or processing, space technology, defence industry and health and medical CI sectors. One of the primary functions of the section is conducting national security risk assessments in support of the Foreign Investment Review process by considering the risk of espionage, sabotage and foreign inference within these sectors. The Section also provides bespoke national security risk advice in relation to data storage and processing and space technology matters.

      The Telecommunications Security Risk Section, responsible for administering Part 14 of the Telecommunications Act 1997, and assessing national security risks to the telecommunications sector. The Section assesses and responds to formal notifications of change from carriers and provides guidance to carriers to ensure regulatory and security best practice. The section also oversees submarine cable security policy, including providing consult responses to cable landing permit applications; and providing advice to the telecommunications sector on managing foreign involvement risk.

      Our ideal candidate

      • Demonstrated ability to obtain, or an existing nuanced understanding of relevant legislation, technical information, regulations, policy and frameworks in relation to critical infrastructure and telecommunications security and resilience.
      • Demonstrated ability to obtain, or existing knowledge of risk assessment techniques relevant to assessing national security risks in relation to critical infrastructure.
      • Experience in leading teams and demonstrated ability to develop team member's policy and leadership capabilities to support succession planning and contribute to departmental outcomes.
      • Demonstrated ability to obtain, or knowledge of, cyber security practices and regulatory requirements in relation to relevant critical infrastructure sectors.

      Duties and responsibilities

      • Lead and undertake the development of complex national security risk assessments in relation to relevant critical infrastructure sectors.
      • Manage, and when required, draft and produce public facing and inter-departmental documentation relating to security regulation and risks in relation to relevant critical infrastructure sectors.
      • Lead engagement, liaison and consultation with relevant critical infrastructure asset operators regarding their obligations under the Security of Critical infrastructure Act 2018 and other relevant legislation such as the Telecommunications Act 1997.
      • Lead and undertake national security risk assessments to support Australia's foreign investment framework underpinned by the Foreign Acquisitions and Takeovers Act 1975.

      Preferred Role Requirements and Qualifications include:

      • NV2 or positive vetting security clearance or ability to obtain.
      • Recent experience in the application of complex legislative and regulatory frameworks such as those within the Telecommunications Act 1997, Security of Critical Infrastructure Act 2018 and the Foreign Acquisitions and Takeovers Act 1975.

      Eligibility

      To be eligible for the position you must be an Australian Citizen.

      The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:

      • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
      • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.

      In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
