- assisting the parties in reaching resolution by agreement through facilitation;
- reviewing the claims in a dispute and assisting the parties in identifying the facts relevant to resolving the dispute and the issues to be decided if the dispute is to be resolved by adjudication;
- providing a neutral, non-binding evaluation where appropriate;
- preparing the parties for adjudication and making recommendations on the process to be used for adjudication; and
- making orders to confirm consensual resolutions of disputes or to ensure disputes are adjudicated efficiently.
- Degree or diploma related to law and/or dispute resolution, public or business administration or an equivalent combination of education, training and experience may be considered.
- Completion of mediation or consensual dispute resolution training.
- A minimum of 1 year of recent (within the last 6 years) experience acting as a mediator in formal mediations, including drafting settlement agreements or related documents. Experience facilitating disputes or settlement discussions. A full year’s experience is expected to include a minimum of 15 mediations, facilitations, or representation of parties in mediations.
- A minimum of 2 years of professional experience in each of the following:
- interpretation and application of legislation, regulations, and policies.
- conveying information in plain language, both verbally and in writing.
- providing competent, timely, respectful, quality service to the public in a high-volume, fast-paced environment.
- managing a high-volume case load and individual case files in a customer service environment.
- working respectfully with individuals from diverse backgrounds, to listen and understand, and effectively manage angry, frightened, or distraught behavior.

The Ministry of Housing was formed in December 2022 to focus on the creation of attainable and affordable housing for people in British Columbia. The Ministry works collaboratively with partners within the B.C. government and across the housing sector to ensure consumers and providers in the housing marketplace are supported by efficient and fair regulations, that local governments are enabled to advance the housing their communities need, and that the supply of housing options offer attainable choices for British Columbians. As well, a key responsibility of the ministry is to lead government’s focused efforts on addressing the needs of unhoused people to support safe and healthy communities for all. The Ministry provides direction and funding to BC Housing, who has a mandate to develop, manage and administer housing options and supports on behalf of the Government across the housing ecosystem.
The Residential Tenancy Branch (RTB) is part of the Homelessness, Partnerships, and Housing Supports Division in the Ministry of Housing. The RTB encourages successful relationships between landlords and tenants by providing information and public education about their rights and responsibilities. The RTB also has a significant administrative justice role which is fulfilled through the impartial arbitration and adjudication of disputes between landlords and tenants. As part of its mandate, the RTB also supports landlords and tenants in avoiding disputes or resolving them consensually, as early as possible.The Case Facilitator is a key point of contact with participants in RTB proceedings and is important for the RTB’s statutory mandate to resolve matters in a way that is accessible, timely and flexible, and addresses the needs of all participants.
The Case Facilitator exercises delegated statutory authority to support the resolution of residential tenancy disputes within the RTB’s jurisdiction, by:
The Case Facilitator supports resolution of high volumes of disputes with tight deadlines, while complying with the Residential Tenancy Act (RTA) an Manufactured Home Park Tenancy Act (MHPTA), associated regulations, the RTB Rules of Procedure, policy guidelines, and the principles of administrative law.
