      The Ministry of Housing was formed in December 2022 to focus on the creation of attainable and affordable housing for people in British Columbia. The Ministry works collaboratively with partners within the B.C. government and across the housing sector to ensure consumers and providers in the housing marketplace are supported by efficient and fair regulations, that local governments are enabled to advance the housing their communities need, and that the supply of housing options offer attainable choices for British Columbians. As well, a key responsibility of the ministry is to lead government’s focused efforts on addressing the needs of unhoused people to support safe and healthy communities for all.

      The Ministry provides direction and funding to BC Housing, who has a mandate to develop, manage and administer housing options and supports on behalf of the Government across the housing ecosystem.

      The Residential Tenancy Branch (RTB) is part of the Ministry of Housing. The Branch encourages successful relationships between landlords and tenants by providing information, public education, and dispute resolution services. The RTB has a significant administrative justice role which is fulfilled through the impartial adjudication of disputes between landlords and tenants. The RTB operational branches are located in Victoria, Burnaby and Kelowna.

      The Manager of Dispute Resolution provides leadership and oversight to a team of Arbitrators, Adjudicators, and/or Contractors responsible for resolving disputes between landlords and tenants through an orderly, timely and effective process. This position exercises delegated authority to provide a full range of dispute resolution services and to make final and binding decisions consistent with the legislation and administrative law.

      Job Requirements:

      • Bachelor’s Degree or higher in a related discipline such as Law, or Public Administration; and *related experience OR
      • An equivalent combination of *related experience, education and training may be considered. (This must include some formal post-secondary level course work in a related field.)


      *Related Experience must include all of the following:

      • A minimum of two (2) years (within the last five (5) years) of recent management experience which includes:
        • Leading a diverse workgroup.
        • Human Resources Administration (i.e. recruitment, retention, performance management, training and development).
        • Overseeing quality assurance in a client-focused organization.
      • A minimum of two (2) years of experience making high level decisions or overseeing high level decisions made on the basis of administrative law in quasi-judicial settings.
      • A minimum of two (2) years (within the last five (5) years) of recent experience with formal hearings and making independent and final written decisions based on fact and law.


      Preference may be given to applicants with the following:

      • Two (2) or more years’ experience as an Arbitrator within the Residential Tenancy Branch.


      Willingness Statements

      • Occasional travel is required.
      • May work with angry or distressed clients.
