      Description
      GENERAL STATEMENT OF DUTIES
      The Budget & Management Analyst provides customers with the support and analysis they need to ask better questions that lead to better answers that build a better community. This position works with internal and external stakeholders to ensure they have the operational, financial, and performance insight and resources they need to achieve their goals.

      DISTINGUISHING FEATURES OF THE CLASS
      An employee in this position performs responsible professional work in the overall review, preparation, and administration of the County's Operating and Capital Improvements Program (CIP) budgets; management analysis; evaluation of County programs, departmental procedures and operations; aid in multi-year planning; assists in the development and review of bench marking, performance measures and objectives; assists in the development of short and long-range financial plans and forecasting related to fiscal and program requirements; conducts general research; and participates in county wide productivity improvements efforts. The Budget and Management Analyst participates in the preparation of the life-to-date project budgets through review and analysis of complex and sensitive departmental/program requests and issues and the presentation of recommendations to the appropriate county officials. Assists departments in preparing proposals, reports, and contracts, and gives advice on management issues. Reviews contracts for compliance with established policies. This is a professional non-supervisory classification.

      Examples of Duties
      DUTIES AND RESPONSIBILITIES

      Essential duties and responsibilities include, but are not limited to:
      • Assesses, reviews and analyzes assigned departmental budget requests and makes appropriate recommendations as to funding levels using objective analytical methodology and established policy criteria.
      • Assists in the development of long-range expenditures and revenue forecasting, including the Capital Investment Program (CIP), to aid financial planning and the establishment of public and financial policies.
      • Assists with the development of a multi-year capital improvement plan and other countywide long-range plans including a major equipment plan, multi-year technology plan and vehicle replacement plan
      • Coordinates capital funding strategies including pay-go, debt issuance, and reserve policies in collaboration with Finance and Facilities departments.
      • Monitors life-to-date project funding usage to ensure compliance with allocated intent, grant guidelines, and maximization of funding potential
      • Provides support to departments in pre- and post-award grant management including the planning, development, and implementation of grant objectives, grant applications, reimbursement requests and documentation, budget amendments, reporting, closeout and performance documentation.
      • Evaluates county programs and services to determine efficiency and effectiveness and to assess the achievement of established goals and objectives.
      • Conducts special management studies as assigned and presents findings and recommendations.
      • Assists departments on various issues and inquiries; this assistance may involve special projects and recommendations of process improvements to increase efficiencies as well as training on applicable county initiatives, policies, procedures, and software tools
      • Reviews and assesses new and pending legislative changes and their resulting fiscal and programmatic impact on county departments and services.
      • Performs other duties and responsibilities as assigned.

      RECRUITMENT STANDARDS

      Knowledge, Skills, and Abilities
      • Thorough knowledge of the principles and practices of public administration, budgeting, public finance and local governmental budget and fiscal policies and procedures.
      • Knowledge of the functions and structure of county government and federal and state laws relevant to county operations and finance.
      • Knowledge of grant writing, acquisition, and management
      • Knowledge of capital improvement planning and funding strategies
      • Working knowledge of mathematical computations, analytical skills, budget and costing accounting theories, and evaluation/research techniques and methodology.
      • Ability to analyze complex administrative and organizational problems, and prepare and present appropriate recommendations clearly in written or oral form.
      • Ability to establish and maintain effective working relationships.
      • Ability to plan, organize, and coordinate an effective work schedule.
      • Ability to exercise independent and sound judgment, discretion, initiative, creativity, and resourcefulness.

      Typical Qualifications

      MINIMUM QUALIFICATIONS
      Bachelor's degree from an accredited college or university with a degree in public administration, accounting, business administration, economics or a field related to one of the County's services and two years of experience in county or municipal budget development, strategic planning, program/process analysis, and/or evaluation OR

      Associate's degree in public administration, accounting, business administration, economics or a field related to one of the County's services and four years of experience in county or municipal budget development, strategic planning, program/process analysis, and/or evaluation OR

      High School diploma or GED and six years of experience in county or municipal budget development, strategic planning, program/process analysis, and/or evaluation.

      Preferred Qualification
      Master's Degree in Public Administration

      Supplemental Information
      PHYSICAL DEMANDS AND WORK CONDITIONS

      Must be able to physically perform the basic life operational functions of fingering, and talking. Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
      Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.

      May Require Driving
      This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
      If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
