- Experience briefing and presenting to executive level leadership, using oral and written means on results of data analyses, programmatic, or financial reports
- Budget and policy analysis and development experience in the public sector (i.e., municipal, state or federal level) involving multiple funding sources and cost recovery models
- Experience developing and managing agency biennial budget submissions and annual operating budgets

DEO is recruiting to fill two vacancies. These positions are headquartered at the
Department of Administration State Office Building, 101 E. Wilson Street, Madison, WI.
Position Summary
Budget & Policy Analyst Agency (Entry):
Under the direct supervision of the Budget and Policy Section Chief in the Bureau of Financial Management (BFM), this position will develop, analyze, coordinate, document and present on Department of Administration (DOA) and supported agency operating and biennial budgets and legislation. The analyst will provide budget and policy support for all stages of the biennial and operating budget processes and for various budget operational and development purposes, such as for agency, supported agency, and divisional recurring operating budget status meetings, biennial budget development briefings, and technical budget trainings.
This position will be responsible for analyzing financial, operational, and legislative information, such as analyses of the budget impact of personnel acquisitions, expenditure authority trends, and fiscal impacts of proposed legislation. The position will be responsible for running queries in the State of Wisconsin's Enterprise Resource Planning System (ERP), (i.e., State Transforming Agency Resources (STAR)); and for use of the system data for review, analysis, visualization, and modification of DOA and supported agency financial, procurement, and human capital management information. This position will conduct follow-up with accounting and budget colleagues; assist in the research of budget and statutory language questions; and respond to technical, financial, and budgetary inquiries by agency leadership, the State Budget Office and Legislative Offices.
The position's primary responsibility will include providing budget and policy support to assigned Departmental Divisions and the Department's attached boards, councils, and commissions. Level will be determined based on qualifications.

Budget & Policy Analyst Agency - Entry: This classification is assigned to pay schedule/range 81-04 with a startinghourly rate between $32.00 - $37.82 per hour depending upon qualifications, plus excellent benefits . A 12-month probation period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan at the time of hire.
Budget & Policy Analyst Agency - Advanced: This classification is assigned to pay schedule/range 81-03 with a starting hourly rate between $37.00 - $45.67 per hour depending on qualifications, plus excellent benefits . A 12-month probation period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan at the time of hire.
Job Details
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
These positions are located at the Department of Administration State Office Building, 101 East Wilson Street, Madison, WI. These positions are hybrid positions and require a minimum of one day per week in the office. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For positions that do allow remote work flexibility, although residency in the State of Wisconsin for permanent positions is not required, it is not anticipated that working outside of Wisconsin or bordering cities will be allowed.
