- The Chief Financial Officer is a member of the Executive Leadership Team and is involved in the long-term and short-term planning for BHDD’s operations, programmatic functions, and fiscal responsibility.
- Plans, directs, and oversees the management of a multifaceted financial and managerial accounting system for BHDD with an annual budget of $ 1,107,823,053.
- Oversees general accounting, patient billing/collections, payroll, accounts payable, treasury, grants, and cash management.
- Manages the entire revenue cycle, from patient access to final payment. Standardizes work, processes and deliverables and ensures financial integration within and across the Area and individual patient care sites.
- Working with Executive Staff prepares annual operating and capital budgets request, monitors variances, and recommends modifications as needed.
- Ensures accurate external and internal financial reporting, statements, and compliance.
- Serves as the primary contact with the legislature, Governor’s Office and other state agencies, to provide and assimilate fiscal information.
- Develops long-term financial plans, analyzes trends, forecasts, and identifies opportunities for growth and cost savings.
- Works closely with the Agency Head and other executives; manages finance teams and provides financial guidance across departments.
- Coaches, counsels and trains employees. Reviews performance plans and evaluations with senior finance staff all finance functions.
- Identifies and mitigates financial risks. Assists the internal audit department in planning for various internal reviews and serves as the liaison with the external auditors concerning BHDD’s fiscal policies and procedures.
- Strategic CapEx planning in Physical Structures, IT software systems, and Major Equipment Replacements. Responsible for publication of the Agency’s annual 5yr CPIP plan.
- A master’s degree in accounting, finance, or business administration and five (5) years of progressively responsible program management experience in a Chief Financial Officer or similar position.
- Certification as a CPA or CGFO.
- Knowledge of the principles, practices, and theories of accounting, auditing, banking, budgeting and financial management and procurement activities.
- Experience with Government Accounting Standards (GASB).
- Comprehensive knowledge of GAAP and health care regulatory issues.
- Knowledge of state government fiscal and budgetary processes.
- Knowledge of laws, and regulations pertaining to federal and state grants.
- Ability to communicate effectively in difficult, non-routine situations.
- Ability to develop and maintain effective working relationships with others.
- Ability to manage work and provide guidance to managers and employees.
- Ability to analyze complex information and make recommendations to executive leadership on budgetary and financial decisions.
