      The Department of Finance manages the city’s investing, fiscal analysis, budgeting, debt and asset management, tax assessment and collection, and accounting functions as well as establishing, maintaining and enforcing fiscal policies, practices and procedures for the entire City and County of Denver.       What We Offer

      The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $149,947.00 - $254,910.00. We also offer generous benefits for full-time employees which includes but is not limited to:

      • A guaranteed life-long monthly pension, once vested after 5 years of service

      • 132 hours of PTO earned within first year + 11 paid holidays, 1 personal holiday and 1 volunteer day per year

      Location

      The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

      What You’ll Do

      The Department of Finance is seeking a Deputy Chief Financial Officer to support the Chief Financial Officer (CFO) on a variety of complex projects and leadership of the agency. The City and County of Denver's Department of Finance unifies the city's accounting and financial functions under the Chief Financial Officer.       Responsibilities

      Department Leadership:

      • Provide day-to-day support and supervision of the Department of Finance in coordination with the CFO, including support for the mission of each division
      • Lead the development of Department employee engagement strategies in conjunction with the CFO, the Division Directors, and support the Department of Finance management team in continuously improving employee engagement and making the Department a best place to work environment
      • Provide ongoing coordination with executive leadership in City Departments and lead the development and implementation of intra-department and multi-agency innovations and data reporting initiatives
      • Lead coordination and regular updates of Department of Finance rules and regulations, and other financial policy development
      • Coordinate development and maintenance of the DOF annual budget
      • Facilitate the development of the Department's strategic plan
      • Coordinate human resources support including hiring and performance management for the Office of the CFO and the senior management team of the Department of Finance
      • Represent the Department of Finance in meetings with Mayor and members of City Council

      Citywide Projects and Programs:

      • Advise the CFO on proposed and existing City programs through the development of complex financial alternatives and impact assessments
      • Lead departmental efforts to coordinate, secure, and oversee compliance on city- wide federal funding needs, both capital and operational
      • Provide leadership support for the development of the City's annual budget, in coordination with the CFO and Office of Budget and Management
      • Provide ongoing coordination with the City's Annual Capital Improvement Program (CIP), capital budgeting and funding plans, and Real Estate Division project funding and asset strategies
      • Support the Department of Finance capital program financial management processes and manage the efforts of cross-department personnel that administer this work

      About You

      What You’ll Bring

      • At least seven (7) years of executive management experience in government
      • Hands on budgeting experience within a large and complex local government
      • Background with federal funding, strategic planning, employee engagement and interfacing with appointed and elected officials
      • An understanding of City and County of Denver policies and processes
      • Key Qualities:

      Required Minimum Qualifications

      • Education requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s).
      • Experience Requirement: Five (5) years of management level work experience which must have included managing subordinate supervisors. Four (4) years of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions.
      • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
      • Additional appropriate education may be substituted for the minimum experience requirements.
