      GENERAL DESCRIPTION: Perform highly complex (senior-level) administrative and supervisory program work for the Texas Highway Patrol Safety Operations Center (HSOC). Work involves establishing program goals and objectives; developing program guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities; developing and evaluating budget requests; and coordinating program activities. Responsible for oversight and review of complex geospatial projects as part of the geographic information systems (GIS) team within the DPS’ Highway Safety Operations Center. Plan, assign, and supervise the work of others. Work under limited supervision, with moderate latitude for the use of initiative and independent judgment.

      ESSENTIAL DUTIES / RESPONSIBILITIES:

      1. Oversee the preparation of program management and compiling of information used in law enforcement publications.

      2. Oversee the conducting of research and providing analytical and geospatial assessments relating to crashes, traffic enforcement and criminal arrests on state highways.

      3. Oversee and participate in the planning, organization, and coordination of assigned activities and staff within the HSOC area.

      4. Oversee the development and implementation of program guidelines, procedures, policies, rules, and regulations and monitor compliance with policies and procedures.

      5. Collaborate with software vendors, programmers, and/or agency personnel concerning changes or problems to existing systems, hardware or software. Develop and distribute interim guidance for system hardware, software, code and table updates.

      6. Develop and maintain sources for obtaining information from other law enforcement entities and the general public concerning traffic safety initiatives.

      7. Develop, update and publish the procedure manual and related guidelines for THP data processing operations.

      8. Provide technical guidance and oversight of staff to ensure complete and accurate entry of Division activity data and resolve application problems.

      9. Act as liaison with local, state, and federal jurisdictions regarding law enforcement situations.

      10. May prepare and conduct seminars and presentations regarding assigned program area for citizens, clients, staff, management, or elected officials.

      11. May assist in designing and creating computer programs for research applications.

      12. May be required to work hours outside of your shift and/or perform job duties of absent co-workers.

      13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

      14. Perform other duties as assigned.

      GENERAL QUALIFICATIONS and REQUIREMENTS:

      Education – Graduation from an accredited four-year college or university with a Bachelor’s degree. Fields of Geography, Geographic Information Science/Systems, Geomatics Engineering or Surveying, Computer Science or Information Technology or related fields are preferred.

      Experience – Minimum of four (4) years’ experience in a criminal justice or government agency performing duties of information gathering procedures involving extensive data and Internet research, compilation of data, and preparation of reports. Experience in the administration of a program in law enforcement and geographic information systems is preferred.

      Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.

      Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

      Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

      Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

      Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

      Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

      Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

      Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

      Analytical Reasoning/Attention to Detail – Must demonstrate knowledge of terminology related to geographic information systems, legal descriptions, cartography, engineering, aerial photography, and orthophotography. Must demonstrate an ability to analyze geographic information systems and procedures; read and interpret legal descriptions, cartography, aerial photography, and orthophotography. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

      Technology (computers/hardware/software/operating systems) – Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), Texas Law Enforcement Telecommunications System (TLETS), National Law Enforcement Telecommunications System (NLETS) and statistical software and tools. Must possess appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, ArcGIS) and be able to learn new software/systems.

      Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

      Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

      Travel and/or Schedule – Occasional travel for training and presentations.
