- Provide employers, elective coverage customers and third-party representative with technical assistance in understanding their rights and responsibilities under Leave and Care programs
- Resolve escalated complex problems by clarifying issues; researching and exploring answers and alternative solutions; implementing solutions; escalating unresolved problems and communicating results to the customer
- Initiate, receive and respond to complex inquiries Employer Support Specialists are not able to resolve from employers and/or their representative(s) by researching, locating and providing information
- Research and resolve unfiled employer reports
- Research and resolve unpaid premiums resulting from unfiled employer reports or errored reports
- Research and investigate in partnership with the Compliance Fraud Team when fraudulent or illegal business practices are suspected. This may involve multiple business entities operating in Washington in the context of Leave and Care programs; investigations may be conducted in conjunction with other state agencies
- Collaborates with Employer Services Unit management to finalize operational procedures related to Leave and Care education and enforcement efforts
- Assists, develops and advises administrators in the drafting of new/revised rules and regulations
- Collaborates with staff members of the Employer Services Unit, Employer Reporting Team, Employer Support Team, and Strategic Response Team(s) on short-term and long-term projects to aid in the tactical and strategic development of Leave and Care education and enforcement efforts
- 6 years of equivalent education/experience noted below
- 1 year as an ES Benefits Specialist 2
- 1 year of experience equivalent to the ES Benefits Specialist 2 with another state that administers insurance benefits programs
- Associate’s Degree in a health or social science, public administration or a related field AND 4 years of the required experience below
- Bachelor’s Degree in a health or social science, public administration or a related field AND 2 years of the required experience below
- Master’s Degree in a health or social science, public administration or a related field AND 1 year of the required experience below

- Regulatory Knowledge & Communication Skills: Proficiency in explaining complex regulations clearly
- Advanced Problem-Solving & Advising: Skill in addressing complex issues and providing guidance
- Subject Matter Expertise: Proficiency in navigating intricate employer account matters
- Workload & Quality Monitoring: Ability to use available data to monitor workload and ensure quality outcomes
- Data Analysis: to verify calculations, attention to detail to ensure accuracy, regulatory knowledge to comply with laws, problem-solving to resolve discrepancies, and communication skills to report findings
- Adaptability & Multitasking Skills: Flexibility to manage varied responsibilities
- Premium Recovery & Estimation Expertise: Ability to resolve unpaid premium issues accurately
- Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check.
This position is open to Internal ESD Employees only.
This position will be eligible for telework full-time but may have to come into the office infrequently due to business needs.

They are comfortable navigating nuanced situations, including potential fraud or noncompliance, and can partner effectively with internal teams such as Compliance Fraud to ensure issues are thoroughly researched and appropriately addressed. Their communication style is clear, professional, and persistent, allowing them to engage employers proactively and guide them toward timely and compliant reporting practices.
Beyond day-to-day support, these candidates will contribute meaningfully to the evolution of the Employer Services Unit. They are eager to collaborate on special projects, refine operational procedures, and support the development of rules, policies, and long-term strategies that strengthen education and enforcement efforts. Adaptable, team oriented, and committed to continuous improvement, they bring both subject matter insight and a forward-thinking mindset to the ongoing success of the Leave and Care programs.
