- Bachelor of Science degree in Chemical Engineering preferred. Other Engineering disciplines with requisite experience will be considered
- Professional Engineer (PE) preferred
- 10+ years of refining or chemical industry experience required, 15+ years experience preferred.
- 8+ years of environmental experience required, 10+ preferred.
- 5+ years supervisory experience preferred including managing engineers or specialists in an Environmental capacity
- Leadership and organizational skills to manage multiple programs and ability to complete multiple tasks with critical timelines
- Mechanical aptitude, with strong mathematical, reasoning, and problem-solving skills required.
- Strong knowledge of refining sector environmental regulations and ability to lead implementation of compliance requirements.
- The knowledge and ability to provide 24-hour environmental phone coverage, and respond to the plant site
- Ability to alter work schedule to meet changing requirements
- Understanding P&IDs and PFDs.
- Fluent in English, strong oral and written communication skills required
- Intermediate to advanced computer skills (Word processing, graphics, spreadsheet) required.
- Manage compliance monitoring, recordkeeping and reporting programs for all environmental media, track compliance status and communicate to refinery and corporate management if objectives are at risks or not met
- Understand complex regulatory requirements including NSPS and MACT refinery regulations, air emission inventory, Greenhouse Gas Reporting, Toxic Release Inventory, RCRA, and NPDES
- Lead complex environmental programs and a diverse staff that includes both employees, contractors and consultants
- Lead and work with immediate supervisor to respond to any agency inspections or inquiries
- Proactively interact with the federal, state, and local agencies providing guidance on potential issues or permitting requests
- Maintain a regulatory compliance calendar to ensure reports and requirements are completed on time
- Review new or revised regulatory requirements and how those requirements may impact plant operations and compliance
- Reviews refinery MOCs and Capital Projects documentation, review, and approves environmental checklist and ensures changes do not lead to potential compliance issues
- Participate as part of the project design, review, and implementation teams to identify environmental needs and solutions
- Identify continuous improvement opportunities to improve regulatory compliance and the operation efficiency of the refinery
- Track Continuous Emissions Monitoring System (CEMS) performance and elevate any issues
- Coordinate updates to EPA’s Risk Management Plan (RMP), Facility Response Plan (FRP) and SPCC programs and documentation as needed
- Provide mentoring and coaching feedback to team members and plant personnel
- Monitor staff performance on an ongoing basis, complete annual performance reviews that include periodic check-ins to ensure environmental staff is completing annual critical goals
- Be able to effectively communicate environmental performance through oral and written communications/presentations
- Communicate monthly environmental KPIs and make recommendations to improve KPI performance
- Communication daily with environmental team members, plant personnel, plant manager and minimum weekly with supervisor on current refinery activities, progress, concerns and questions
- Provide real time environmental regulatory guidance to the Emergency Operations Center and familiar with spill response equipment and techniques
- Document refinery compliance with all Federal and state regulatory requirements.
- Maintain environmental permits in compliance with applicable regulations in all media (air, water, waste)
- Timely and effective communication and collaboration with staff and other work groups
- Effectively supervise and mentor environmental team members
- Adherence to all company policies, standards and procedures

POSITION SUMMARY
The Environmental Manager leads a team of environmental professionals who cover all environmental media and is responsible for the regulatory compliance programs at the Wynnewood refinery. This experienced leader, along with the staff of engineers and specialists comprising the environmental team, promotes the Company’s Mission and Values and sets department goals, manages all regulatory recordkeeping and reporting for federal and state compliance. The manager oversees communications of regulatory requirements and permits under which the facility operates, ensures all permits are current for refinery operations, conducts assurance assessments and audits, identify environmental risks and develop solutions to reduce or eliminate risks. The manager confirms environmental events are reported to appropriate government agencies as required and participates as the environmental lead during emergency events. The manager ensures regulatory required records and reports are completed timely and serves as point contact for agency inspections and inquiries. Additional duties include managing the departmental budget, ensuring environmental related investigations are completed as required and corrective actions are appropriate and providing input on environmental training requirements for plant personnel. Reviews and communicates environmental requirements associated with management of change (MOC) and project related changes. Interacts with community members and can handle community concerns in a positive manner.
This position functions as part of the refinery leadership team and effectively communicates regulatory requirements for both the state and federal level. The position interfaces regularly with Operations, Maintenance, Technical Services, Safety, Process Safety, Projects, and other refinery personnel and contractors within the refinery.
