      Primarily responsible for program and Department finance and accounting functions, including preparing and processing provider payroll; determining entitlement funding type; ensuring timely and accurate Department invoice payments; reconciling various data, generating reports, and applying reasonable checks and maintaining documentation and files as needed.

      Classification (level) and compensation is based on qualifications and experience as it relates to the position.
      Finance Specialist I: Generally, the hiring range is $55,364-$69,205 annually.
      Finance Specialist II: Generally, the hiring range is $62,092-$77,615 annually.

      ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

      • Frequent and skilled use of state computer systems relating to program management and standard office computer products to organize and execute daily assignments
      • Must have attention to detail and be able to work in tight timeframes and against set deadlines
      • Must be able to frequently update work processes with ever-changing federal and state program rule changes
      • Participate in County and/or Department audits as requested.
      • Will attend various system and program trainings and meetings on a weekly, monthly, annual, or as needed basis. Must be able to attend meetings alone, compile information, and share with Department staff as needed.
      • Responsible for county credit card oversight
      • Reviews, tracks, and enters invoices for payment. Responsible for contract review to ensure invoices and back-up documentation are accurate. Must track contract caps and spending patterns and report to appropriate Managers if/when needed. Creates purchase orders for Department contracts and prepares change orders if/when needed. Must track
        invoices and payment for timely entry into the State financial management system for reimbursement
      • Responsible for various reconciliations and reporting
      • May be responsible for EBT coordination and training, including attending trainings and meetings (Finance Specialist II)
      • Reviews and calculates monthly Child Care manual provider bills
      • Reviews and calculates Child Care recoveries as needed
      • Reviews and completes Child Welfare out-of-home, core, and case service payments
      • Using federal and state rules and guidance, determines IV-E Foster Care eligibility. Serves as the IV-E Liaison with the Colorado Department of Human Services (CDHS) and attends related meetings and trainings
      • Using federal and state rules and guidance, determines Maintenance of Effort (MOE) for children and enters into all applicable computer systems. Enters Family Preservation case into the Colorado Benefits Management System (CBMS) as appropriate.
      • May perform other fiscal or administrative duties as needed.
      • Performs other duties as assigned.

      MINIMUM QUALIFICATIONS:

      EDUCATION AND/OR EXPERIENCE:

      Finance Specialist I:

      • High school diploma or GED required.
      • Two years of accounting/bookkeeping experience.
      • One year of accounting/bookkeeping experience may be substituted by one year of Human Services experience.
      • Intermediate Excel skill required.
      • A combination of experience and education may be considered.

      Finance Specialist II:

      • A Bachelor’s degree and two years of accounting/bookkeeping experience OR High school diploma or GED and five years of accounting/bookkeeping experience.
      • One year of accounting/bookkeeping experience may be substituted by one year of Human Services experience.
      • Intermediate Excel skill required.
      • A combination of experience and education may be considered.

      CERTIFICATIONS, LICENSES, & REGISTRATIONS: This position requires successful completion of a criminal background check including fingerprinting through a national database.
