Help Fire & Rescue make smarter decisions—using data people can actually use

Hillsboro Fire & Rescue is building stronger, more visible, and more reliable reporting across the organization—and we’re hiring a Fire Data & Reporting Analyst to help lead that work. This is a new role focused on turning complex public safety data into clear dashboards, practical insights, and documentation that staff can rely on every day.

If you enjoy digging into messy datasets, building dashboards that drive action, and translating technical findings for non-technical audiences, this role is built for you.

      About Hillsboro Fire & Rescue

Hillsboro is one of Oregon’s most diverse and dynamic cities. Hillsboro Fire & Rescue serves a growing community with a focus on service, continuous improvement, and readiness. This role supports all divisions within the department by strengthening data stewardship, business intelligence, geospatial analysis, and reporting—so leaders and teams can make decisions with confidence.

      Position overview

The Fire Data & Reporting Analyst expands the department’s capacity for data-informed decision making. You’ll steward core datasets, build and maintain dashboards and reports, support geospatial analysis needs, and create clear documentation and guides for end users.

This is a hands-on role that balances independent project work with frequent collaboration—especially when gathering requirements, validating results, and building tools that staff will actually adopt.

      What you’ll be doing

Data stewardship (SQL / Google BigQuery and related tools)

      • Improve data quality and efficiency (validation, cleaning, standardization)
      • Define and improve data collection processes and data definitions
      • Prepare datasets for analysis, reporting, and dashboards (cleaning, mining, transformation)

Business intelligence, analytics, and dashboards (Power BI and/or Tableau)

      • Analyze and interpret incident, operational, and performance data
      • Build dashboards and reports used routinely by staff (not “one-and-done” reporting)
      • Identify trends, patterns, and actionable insights; present recommendations
      • Support predictive analytics work as the program matures

Geospatial analysis (ArcGIS Pro + extensions)

      • Perform spatial and network analysis using ArcGIS Pro
      • Support analysis using tools like Network Analyst, Spatial Analyst, and Business Analyst
      • Partner with internal teams to ensure GIS outputs align with the department’s data needs (this role uses GIS information and tools; it is not focused on field data collection)

      Documentation and technical writing

      • Create practical documentation, SOPs, workflows, and user guides for data products
      • Maintain technical process documentation so tools and reports remain sustainable over time

      Project support and troubleshooting

      • Track work, manage priorities, and coordinate across multiple stakeholders
      • Troubleshoot data and reporting issues; identify root causes and recommend fixes

      Current & upcoming projects

You’ll have early ownership and meaningful influence on projects like:

      • Fire inspection database replacement: Support transition and reporting continuity
      • Monthly/annual operational dashboards (NERIS): Build Power BI reporting for department-wide use
      • Staffing dashboard & reporting (TeleStaff): Improve visibility into staffing patterns and operational impacts and support the upcoming cloud migration
      • CAD + RMS integrated model: Merge datasets and support database conversion to improve reporting reliability
      • Tableau to Power BI conversion: Redevelop existing dashboards for a consistent reporting environment
      • Community Risk Reduction analytics (Business Analyst): Support prevention strategies with data-backed insights

      What you’ll need to succeed

We’re looking for someone who can work independently, communicate clearly, and deliver tools that are accurate, reliable, and easy for others to use.

Key strengths for this role include:

      • Experience working with relational databases and writing queries (SQL)
      • Experience building dashboards and reports using Power BI, Tableau, or similar BI tools
      • Ability to translate technical findings for varied audiences and build trust with stakeholders
      • Strong problem-solving skills (investigate, troubleshoot, document, improve)
      • Comfort juggling multiple priorities and keeping projects on track
      • Ability to learn new systems and datasets quickly
      • Solid technical writing skills (SOPs, workflows, user guides)
      • Intermediate-to-advanced capability in either SQL or GIS (ArcGIS Pro + extensions)

      Preferred (helpful, not required):

      • Experience with fire/public safety data (or closely related public sector data)
      • Python and/or R for analysis or automation
      • Intermediate-to-advanced capability in both SQL and GIS (ArcGIS Pro + extensions)
