      The Bureau of Job Service in the Division of Employment & Training has 1 LTE position available. This hybrid remote position can be located anywhere within the state of Wisconsin and will be headquartered at the Job Center location closest to you.

      Position Summary

      This position will be responsible for reviewing, updating, and developing policies and procedures for the State of Migrant Labor Law, the Foreign Labor Certification Program, and the employment services outreach to seasonal agricultural workers. This position will also be responsible for assisting with the administration of the H-2A and H-2B programs including application review and processing, activities in determining prevailing wage, program planning, provision of technical assistance to employers and staff, and quality control.

      Salary Information

      Starting pay is between $32.00 and $42.00 per hour, depending on qualifications.

      The classification title for this position is Program & Policy Analyst Advanced (schedule 07, range 03). This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act.

      Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

      Job Details

      Limited Term Employment: Wisconsin residency is required to be eligible for an LTE position. LTE positions are temporary positions that do not provide benefits or rights to a permanent civil service position or permanent status in class. Individuals appointed to an LTE position are not placed on a probationary period. LTE positions typically last up to 1,039 hours, or per business needs.

      Remote work: There is possibility for remote work up to 4 days per week, pending business needs. Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

      Criminal histories: W e also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled.

      Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

      Qualifications

      Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

      You need to have the following experience:
      • *Interpreting and applying complex policies, state/federal rules, regulations, legislation, or similar
      • *Developing, planning, evaluating, and/or analyzing policies or programs
      • *Providing consultation or training on complex/technical topics (e.g. regulations, policies, systems upgrades, etc.) to persons with limited knowledge of the topic
      • Excellent oral and written communication skills
      • Organizing and prioritizing work to ensure effective and efficient achievement of goals and objectives (e.g. managing details, time, multiple deadlines, etc.)
      Any of the following experience would be nice to have:
      • *Collaborating and working with stakeholder groups, business areas, or partner agencies on projects or initiatives at all levels of an organization
      • *Making recommendations to improve processes or procedures to ensure operations are consistent and efficient (e.g. evaluating needs, identifying issues/problems, researching software options, proposing solutions, providing feedback, etc.)
