Job Description

- Structure, accountabilities, jurisdictions and processes of government, including inter-governmental stakeholders (municipal, provincial and federal governments) to provide strategic advice to client Branch(es)’ management team on the development and implementation of financial plans/budgets and to deliver these services to meet client operational requirements;
- Full and complete knowledge of the client organization(s); understanding of the mandate, business line, client base, culture, strategic priorities and direction of the client(s) to participate fully as a managing/business partner;
- In-depth understanding of corporate financial functions such as budgeting and accounting services which includes payment processing, and departmental project, assets, and maintenance management systems and their interfaces necessary to provide sound financial expertise and advise staff, Operational Managers, Financial Support Unit Manager and Director;
- Protocols for developing submissions, briefings and major reports/communiqués for review by the Manager, Director and/or Council;
- Management and organizational development concepts such as re-engineering, best practices and quality assurance objectives and mechanisms for their development and implementation;
- Policy development techniques;
- Cost-benefit analysis methods;
- Computer applications related to the work, including financial management systems, and various software applications to prepare spreadsheets, word processing, Internet/e-mail;
- Trends, developments, standards and practices in the areas of specialty and related federal, provincial and municipal legislation, regulations and codes.
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.

- Language Requirement: English oral, reading, writing
- Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; Police record checks completed by a third-party company will not be accepted.

The Financial Services Unit (FSU) for Transportation Services provides timely, professional and cost-effective financial services and support to meet the on-going and evolving operational and capital requirements of the Transportation Services Department.
You develop and implement financial plans and budgets and oversee the provision of general financial support services to facilitate policy, systems development and the formulation of functional teams required to integrate corporate policy and systems with that of the mandate of the client, to meet the on-going and evolving operational and capital requirements of the business.
As a participant on the Transportation FSU management team, you manage staff to ensure that the Financial Support Unit provides timely, professional, and cost-effective financial services and support to meet Transportation Services’ goals and objectives.
You are also responsible for establishing and maintaining positive client relationships with internal and external management and stakeholders.
EDUCATION AND EXPERIENCE
Completion of 4 year university degree in Business Administration, Commerce or other related field
Minimum of 4 years of progressively responsible management experience including 2 years supervisory experience.
CERTIFICATIONS AND LICENCES
Chartered Professional Accountant (CPA) current with CPA Ontario is desirableKNOWLEDGE
