      Human Resources Manager - Employee Relations

      The City of Colorado Springs is seeking a strategic and collaborative Human Resources Manager to lead our HR Business Partner (HRBP) team and oversee the City’s employee relations function as well as the CDL and Drug & Alcohol Programs. This is a key leadership role responsible for ensuring the consistent delivery of high-quality HR services, strengthening workforce effectiveness, and supporting a positive employee experience across the organization.

      As a member of the HR Leadership Team, you will provide vision, direction, and operational excellence across programs that directly influence organizational performance, workforce planning, policy interpretation, and risk mitigation. You will play a leadership role in developing, refining, and improving Policies and Standard Operating Procedures through cross-functional collaboration, while ensuring compliance, safety, and workforce readiness through oversight of the City’s CDL and Drug & Alcohol programs.

      This position is subject to budget required furloughs to be implemented in the 2026 calendar year, and any furloughs subsequently approved.

      As the HR Manager, you will provide leadership and strategic direction across key areas:

      • HR Business Partner (HRBP) Alignment: Provide strategic leadership and direction to the HRBP team. Ensure strong alignment between departmental business objectives and workforce strategies. Guide HRBPs in delivering proactive consultation, consistent HR practices, and effective guidance to leaders across the City.

      • Employee Relations: Oversee employee relations activities, including workplace investigations, leader coaching, and consultation on complex employee issues. Partner closely with the City Attorney’s Office to ensure fair, compliant, and consistent processes that promote employee engagement and reduce organizational risk.

      • CDL & Drug and Alcohol Programs: Manage the City’s CDL and Drug & Alcohol programs in compliance with federal and state regulations. Ensure program integrity, reduce risk exposure, and support the readiness and safety of the City’s workforce.

      The ideal candidate will bring:

      • Proven HR leadership experience with emphasis in employee relations, HR business partner models, or related strategic HR functions.

      • Expert ability to manage sensitive and complex employee relations matters, including workplace investigations, in coordination with legal counsel.

      • Strong knowledge of HR compliance, employee relations, and workforce planning.

      • Ability to build trusted relationships, influence leaders, and drive collaboration across a large and diverse organization.

      • A data-driven approach with experience using HR metrics and insights to guide decisions and shape strategy.

      • Demonstrated success implementing HR programs and practices that deliver measurable results.

      • Excellent communication, facilitation, and presentation skills for diverse audiences and organizational levels.

      • Bachelor’s degree from an accredited college or university with major coursework in human resources, business administration, public administration or a related area of study.
      • At least five years of progressively responsible professional experience in human resources, with demonstrated expertise in employee relations.
      • Two years of supervisory experience.
