- Direct a team of experts to facilitate interactions with industrial investors and potential industrial businesses, ensuring a seamless transition from initial inquiry to final investment
- Serve as a lead point of contact for high-profile industrial business partners and facilitate new investments and expansion opportunities
- Oversee the development of investment proposals, ensuring the team produces high-quality responses to Requests for Information (RFI) and Requests for Proposals (RFP) that meet global industry standards
- Manage industrial business retention and expansion (BRE) efforts, ensuring staff maintain regular communication with businesses and provide support for permitting and compliance, infrastructure improvement, financial incentives and networking opportunities
- Oversee and direct the team to review existing processes, support the reduction of red tape and the creation of process efficiencies to respond faster to and better support industrial businesses and potential investors
- Create and lead the development and delivery of projects and programs to support the operation and efficiency of the Industrial Growth Hub in alignment with corporate, branch and section strategies and policies
- Cultivate and maintain strong relationships with industry leaders, government officials, economic development organizations, educational institutions and community groups
- Oversee the program's budget, ensuring efficient and effective use of resources
- Serve as a champion, within the organization, for advancing work of the Industrial Growth Hub by including and leveraging internal staff, resources, policies and programs
- Maintain a comprehensive understanding of the federal, provincial, and municipal investment attraction ecosystem
- Report on industrial economic metrics and indicators to Council, Executive Leadership Team (ELT) and external partners as needed
- Bachelor's degree in Business, Economics, Urban Planning or a related field
- Minimum 6 years of experience in leading strategic initiatives, business planning, or complex economic development projects 2 years of supervisory or leadership experience
- Direct experience in advancing industrial investment attraction and industrial business retention and expansion programs
- Experience working with clients in the following industrial sectors: Advanced Manufacturing, Food Processing (Agri-business), Energy and Clean Tech, Transportation and Logistics, Health and Life Sciences, Artificial Intelligence and Technology, Defense and Aerospace
- Economic Development related credentials and certifications
- Experience working with industrial and municipal partners in Alberta
- Project Management and Change Management related credentials and certifications
- Skills required for success:
- Deep knowledge of economic development, investment attraction, and industrial sectors, including understanding of competitive pressures and economic forecasts
- Proven leadership and team development skills, with demonstrated abilities in project management, research, and analysis to achieve key deliverables
- Exceptional strategic thinking for developing and executing business plans and overseeing the creation of investment proposals (RFP and RFI responses)
- Excellent business acumen, communication (analytic, written, and verbal), negotiating, and relationship management skills for engaging with elected officials, business partners, and the community

- Hours of work: 40 hours per week, Monday - Friday
- Salary: $54.505 - $68.843 (Hourly); $113,806.44 - $143,744.18 (Annually)
- This position is eligible for the EDO program (Earned Day Off)
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement
- This position will require access to a personal motorized vehicle and a valid Alberta Class 5 Driver’s License (or other provincial equivalent), as there are often meetings and site visits that are not effectively served by transit
- Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and office, and will require site visits and outdoor reviews at the construction site
- This position will occasionally require working outside of regular working hours on an as-needed basis to engage with industry and attend industry events
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
The Economic Investment Services team is seeking an exceptional and proactive Industrial Growth Hub Program Manager to leverage Edmonton's status as a top industrial investment location. This key position involves leading a team to spearhead the creation and execution of programs and services designed to foster the expansion and prosperity of industrial enterprises within the City.
The Industrial Growth Hub Program Manager is responsible for leading a team that serves as the main liaison between the City and its industrial clients. This role involves managing the development and implementation of key industrial strategies, specifically focusing on investment attraction and business retention and expansion (BRE). A core duty is overseeing the complete investment lifecycle to successfully facilitate final investment decisions.
In this role, you will lead your team in verifying industrial investor requirements and develop proposals to encourage industrial investors to locate in the City of Edmonton. You will also take a direct role in meeting with established industrial business partners and industry leaders, fostering the long-term partnerships and strategic relations that ensure their continued growth and retention within the city.
