      This position is considered an Essential Position for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.


      Technical work in the water and wastewater treatment facilities, involving the maintenance, installation and repair of water and wastewater instrumentation and process control equipment. Facilitates the development of public trust and confidence in the City and its Utility.

      THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS, AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.
      The following duties are illustrative for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

      • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
      • Oversees lift station start-ups and ensures proper operation and communication to plant.
      • Works with plant operators to understand plant processes.
      • Troubleshoots and repairs PLC, HMI, and RF problems.
      • Regular and punctual attendance.
      • Maintains PLC and RF programs monthly, files, schematics, and Operation and Maintenance (O&M) manuals.
      • Completes corrective and preventative maintenance work orders.
      • Performs calibration of instrumentation and process control equipment at water and wastewater treatment facilities utilizing all test equipment.
      • Troubleshoots and repair process and control equipment on a rotating on-call basis.
      • May assist in maintaining Supervisory Control and Data Acquisition (SCADA) switches, hubs and appurtenances related to the SCADA Network.
      • May assist with troubleshooting, repair and maintenance of PLC, HMI, and RF problems.
      • May assist with troubleshooting, installing windows operating systems and server software /hardware.
      • Other duties as may be assigned.

      • Considerable knowledge of the methods, practices and testing equipment used in instrumentation repair and maintenance work.

      Education and/or Experience:

      Graduation from an accredited high school or possession of an acceptable equivalency diploma required.Graduation from an accredited college or university with a degree in electronics preferred. Prior water /wastewater utilities experience preferred. Two (2) years’ experience installing, calibrating, and maintaining electronic instruments, measurement, and control workbench required.


      Certificates, Licenses, Registrations
      • Documented training in Instrumentation/Process Control required.
      • International Society of Automation (ISA) Electrical to Instrumentation Cross Training Boot Camp required to be completed within six (6) months from date of hire.
      • Industrial Instrument Certificate or ability to obtain required within one (1) year from date of hire.
      • Possession of a valid Florida Driver’s License and maintenance of a clean driving record required.

      While performing the duties of this Job, the employee is regularly required to work in close, confined spaces, walk, stand, stoop, kneel, crouch, or crawl, talk, hear, reach above shoulders, work overhead on ladders and platforms, use fingers and hands with dexterity, and feel and reach with hands and arms. The employee must very frequently lift up to 30 pounds and occasionally lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and ability to adjust focus. While performing the duties of this Job, the employee is regularly required to work outdoors in adverse and extreme weather conditions (heat, humidity, cold, rain). The noise level in the work environment is usually moderate to loud.
