      Hiring range for this position is $39,000.00 - $46,633.60. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 13.

      The work schedule for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is eligible for a hybrid work schedule, with three days in the office and two remote days per week, following the successful completion of training.
      General Definition of Work:

      Performs administrative support work involving the listing, billing and collection of personal property taxes. Performs intermediate skilled technical work in the appraisal of individual personal property. Work is performed under supervision of the Personal Property Supervisor.

      Examples of Duties
      Essential Functions / Typical Tasks:

      Listing, analyzing, and assessing individual personal property taxes; assisting property owners with completing tax forms and provides information and assistance with personal property tax matters; entering data, preparing and maintaining files and records.

      • Participates in the listing and assessing of individual personal property, including the preparation, maintenance, and safekeeping of tax records and files.
      • Lists personal property during annual listing period, including working with outsource vendor to generate listing forms, examination of completed listings for compliance, assignment of appropriate trending schedules, and data entry of listings into tax system.
      • Utilizes spreadsheets and databases to assist in the compilation and analysis of pertinent data; interprets and reports on trends and tax implications thereof.
      • Processes high volume incoming and outgoing mail.
      • Makes field inspections of personal property in order to ensure accurate assessment.
      • Utilizes various valuation guides and data from third parties to assess property.
      • Ensures that historical tax records are maintained in compliance with records retention and disposition schedules established by the NC Department of Cultural Resources, Division of Archives and History.
      • Actively seeks to discover unlisted property such as motor vehicles, trailers and boats, and farm equipment.
      • Provides general assistance to the public, from walk-ins and phone calls related to personal property, listing, assessment, and exemptions.
      • Participates in appeal hearings as necessary.
      • Performs related tasks as required.

      Knowledge, Skills and Abilities:

      General knowledge of the principles and practices of personal property appraising for assessment purposes; general knowledge of the state laws, relating to personal property assessing; and working knowledge of office equipment and computers and applicable software applications. Ability to analyze factors which tend to influence the value of personal property and to exercise judgment in the determination of values; ability to solve problems within scope of responsibility; ability to communicate effectively orally and in writing; and ability to establish and maintain effective working relationships with associates and the general public.

      Minimum Education / Experience requirements
      Education and Experience:

      Requires graduation from high school; preferred education from an appropriately accredited community college with major course work in business management, accounting or related field, some experience relating to personal property assessment. An equivalent combination of education and experience may be considered.

      Special Requirements:

      Must obtain certification by the North Carolina Department of Revenue as a County Appraiser within two years of employment. Designation by the International Association of Assessing Officers (IAAO) as Personal Property Specialist (PPS) is encouraged. Possession of an appropriate driver's license valid in the state of North Carolina.
      Physical Requirements:

      This light work requiring exertion of up to 10 pounds of force occasionally and negligible amount of force constantly to move objects. Work requires walking, standing, fingering, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, visual inspection, preparing and analyzing written or computer data, operation of office machines and motor vehicles, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions.
