      The Prince George's County Government Department of Environment is seeking qualified applicants to fill a Planner IV position, grade G27, within its Inspection and Compliance Unit.


      About the Position:
      This is a senior-level project management position in the Inspections and Compliance Section, Stormwater Management Division. The incumbent performs variety of functions related to project management and contract administration for investigation, inspection, and enforcement work regarding water pollution control and abatement, to support compliance with the County’s National Pollutant Discharge Elimination System (NPDES) Permit, local ordinances, and Federal and State regulations. Assignments require ability to review, interpret, enforce, and administer contract documents, plans, and specifications for conformance with codes,
      ordinance, and contract conditions, inspection of Best Management Practices (BMPs), and thorough knowledge of the storm water management pollution prevention plans (SWPPPs). Work is performed under the general supervision of a higher-level supervisor.What You'll Do:
      • Designs, develops, and maintains Section’s inspections/investigations databases for IDDE Program and private stormwater management facilities to support County’s NPDES MS4 Permit for storm water management.
      • Remains knowledgeable about current Federal, State, and local codes and permits governing discharge of pollutants and maintenance of stormwater.
      • management facilities and interprets the code and permits for others.
      • Develops scope of work for each project assigned and prepares task orders for consultant contracts.
      • Notifies property owners on the result of BMP inspection completed by inspectors.
      • Conducts field investigations; attends meetings; consults with representatives from various agencies.

      What You'll Need:
      • Master's degree in environmental studies or closely related field.
      • Minimum of three (3) years of responsible professional planning/program development experience in the area of assignment.
      • One (1) years of lead/supervisory experience.
      • An equivalent combination of relevant education, training, and experience will be considered.
      Preferred Qualifications:
      • Good verbal and written communication skills (interaction with supervisors, agencies, organizations, communities, and contractors is required).
      • Must BE competent with use of computers, including Microsoft office applications such as PowerPoint and Excel. Proficient with use of standard engineering software and CADD applications, and geospatial information systems (GIS) mapping applications.
      • Must be experienced in hydrologic, hydraulic and water quality best management practices analysis.
      • Familiarity with Prince George’s County code and Stormwater design manuals, County and Maryland State agency’s role and function with authority for technical approvals and permits.
      CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:
      • Must possess and maintain a valid driver's license.
      • This position is designated “essential” in accordance with DoE Instruction 110.4.
      • Thorough knowledge of and the ability to apply modern principles and practices of engineering to which the position is assigned.
      • Meet all training and performance standards and demonstrate proficiency as required by the agency.
      • Wear and use agency protective apparel and equipment in the performance of their assigned duties.
      • Participate as an "Essential" employee in the department's snow and ice control program and other emergency or special activities as assigned.
      DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
