- Project Manager I: Performs entry leveling budgeting, planning, design, and construction management services in furtherance of City Water and Electric Utility Projects. Works with staff to understand departmental project needs and works to complete projects in a timely manner.
- Project Manager II: Performs intermediate professional level project management work to deliver budget, planning, design, and construction management services in furtherance of City Water and Electric Utility Projects. Develop projects and works with staff to prioritize the successful delivery of projects. Assists in the development of departmental Capital project budgets.
- Project Manager III: Performs professional level project management work to deliver budget, planning, design, and construction management services in furtherance of City Water and Electric Utility projects. Works to coordinate interdepartmental and private development projects to minimize public impacts and reduce costs. Proposes policy level decisions to the Senior Project Manager and Utility Management Staff. Understands the inner workings of the Utility and represents the Utility as A Subject matter expert within the department and within the City as a whole.
- Identifies, develops, manages, coordinates, and administers projects from concept development, budget, design, construction, and through completion/close-out. Prepares proposals, recommends, and conducts consultant selection, reviews and manages planning, design, and construction contracts, reviews consultants work, and ensures compliance with City standards, State/Federal code requirements, and standard engineering practices.
- Responsible for projects from concept development, project budget, project execution, and project close-out.
- Manages construction contracts or projects, accepts bids for construction, and makes recommendations for City projects. Provides on-site guidance and problem resolution.
- Ensures proper field changes by reviewing field reports on installations for conformance to contracts, regulations, and engineering and construction principles and standards.
- Monitors schedules, contract change orders, and costs. Reviews and approves change orders and pay applications.
- Performs field site visits, inspections, and enforces policies and procedures for compliance on Utility Department projects or projects involving Utility Department infrastructure.
- Presents and prepares documents/materials for presentation to Council and City Manager’s Office
- Manages project budget, contract requests, potential planning applications, and public outreach.
- Oversees utility planning, design, and construction projects to ensure compliance with bid documents and specifications. Reviews and recommends approval for construction changes and payments.
- Monitors work progress and quality of deliverables from contractor vendors.
- Reviews and prepares public outreach information, including processes, engagement activities, news media, and all other related communication material.
- Conducts policy analysis and research to provide guidance, recommendations, and advice regarding utility infrastructure development and implementation.
- Supports local discussions and initiatives regarding water and electric supplies, and conservation efforts
- Supports, enforces, and provides expertise on the standards for utility system extensions and improvements.
- Coordinates with staff and engineering consultants to ensure compliance.
- Provides consultation to the development and review process.
- Assists in the preparation of the annual budget, including cost estimates for capital projects.
- Prepares project budgets, monitors expenditures to ensure costs do not exceed budget, and approves payments
- Forecasts financial requirements, analyzes variances, and initiates corrective actions.
- Provides oversight and leadership around safety associated duties associated with high risk industrial facility (as recommended by OSHA).

- Education: Bachelor’s Degree in Civil Engineering or a related science.
- Experience: One to two years of experience in Civil Engineering or closely related field.
- Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date. Possession of or ability to obtain Colorado FE/EIT within six (6) months of date of hire.
- Education: Bachelor’s Degree in Civil Engineering or a related science.
- Experience: Three to six years of experience in Civil Engineering or closely related field.
- Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
- Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date. Registration as a Colorado Professional Engineer (PE).
- Education: Bachelor’s Degree in Civil Engineering or a related science.
- Experience: Six or more years of experience in Civil Engineering or closely related field.
- Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
- Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date. Registration as a Colorado Professional Engineer (PE).
- Regular full-time, 40-hour work week, Monday through Friday, hours may vary with workload.
- Evenings/Weekends may occasionally be required in addition to or instead of normal hours.
- Indoors: Office environment.
- Outdoors/Off-Site: Performs site visits to construction sites, attends meetings, and conferences.

Project Manager II (PMII):
Desirable Qualifications (PMII): Experience working for a municipally or privately owned utility. Experience in land development, easement research, and adherence to codes and specifications. Experience managing shallow and deep utility projects.
Project Manager III (PMIII):
Desirable Qualifications (PMIII): Experience working for a municipally or privately owned utility. Experience in land development, easement research, and writing codes and specifications. Experience managing shallow and deep utility projects with multiple stakeholders. Experience delivering complex projects to boards and ownership groups. Experience with public speaking and managing public perception during planning and construction projects.
