Performs technical administrative work involving the processes of Compliance and Environmental Regulations (State, County and Federal) and other actions requiring knowledge of the technical rules and procedures governing such matters.
· Processes information by means of computerized database entry or other computerized record systems and produces reports, assisting with keeping track of Environmental violations, sewer overflows and safety accidents.
· Answers substantive questions regarding office/department operations for the purpose of facilitating the use of services, and assists with administrative duties by using EXCEL, HACH WIMS, INFOR, SCADA and other similar computer programs.
· Assists the public, clients, and others in accessing and making use of Department and Section services by advising them regarding their needs and services provided.
· Receives and routes mail; directs items to other staff or County offices as appropriate.
· Produces a variety of typed or word-processed documents such as letters, memoranda, and reports; transcribes oral and/or machine dictation, or types copy from drafts. Proofs, edits, and makes corrections to typed materials for accuracy, in accordance with County style guide.
· Maintains records of public information material for various programs.
· Assists in performing field inspections of Wastewater Treatment Plants, Sewer Pump Stations, Water Treatment Plants, and water wells, and documenting results.
· Records retention in accordance with the latest County Standard Operating Procedures, and Regulatory Reporting.
· Communicates professionally with Regulatory Agencies, such as EPA, MDE, Department of Health and similar.
· Communicates and collaborates with other County groups and Departments when necessary.
· Performs other related job duties as assigned.
· Knowledge of modern office procedures and practices including operation of office equipment such as calculators, computers, typewriters, word processors, and associated software programs.
· Knowledge of Wastewater/ Water Distribution and Operations (or ability to learn these skills).
· Knowledge of secretarial and office management procedures and practices, use of email and phone.
· Ability to interpret and apply technical guidelines.
· Ability to carry out daily assignments, follows through on matters, and uses independent judgment and training to take appropriate actions to deal with standard recurring situations.
· Ability to perform general office clerical work quickly and efficiently.
· Ability to maintain records and prepare related reports, and analyze understand data from reports, Excel spreadsheets and Graphs.
· Ability to perform office assignments.
· Ability to deal courteously with the public.
· Knowledge of Safety Procedures, Protocols, and ability to read safety regulations, understand goals and procedures.
· Ability to finish assignments in a timely manner with deadlines.
· Ability to read and understand Environmental regulations and Rules, such as Clean Water Act and similar.
· Ability to communicate effectively orally and in writing.
The hiring salary for this position is $46,870.36 annually
Charles County Government is seeking a dynamic Regulatory Compliance Associate to perform administrative work in support of the Utilities’ division. Associate will be involved with carrying out duties relative to the Environmental Permits and compliance requirements, for Water and Sewer projects, for example: Biosolids, Lead and Copper, PFAS testing, Water Permits, Stormwater, NPDES Permits and similar. Assists with implementing Public Works safety program, performing research and administrative duties. This position will maintain operator licenses and tracks expiration dates. Associate may be required to serve as the primary back-up to the Mattawoman reception area and the Inventory Control Specialist and assists other areas as needed.
Education and Experience:
Associate degree in related field. Three (3) years of progressively responsible office clerical and secretarial experience; or an equivalent combination of education, experience, and training: or experience in Water or Wastewater industry.
Licenses or Certifications:
Must possess a valid driver's license.
Special Requirements/Qualifications:
Subject to work beyond the normal scheduled hours of work.
May require some light field work.
Subject to frequent interruptions.
Knowledge, Skills and Abilities:
PHYSICAL DEMANDS
The work is mostly sedentary with periods of light physical activity. Typical positions require workers to walk or stand for long periods; lift and carry up to 30 pounds; climb stairs, bend, reach, hold, grasp and turn objects; use fingers to operate computer or typewriter keyboards; speak normally and to use normal or aided vision and hearing.
WORK ENVIRONMENT
Principal duties of this job are performed in a general office; in shop or field settings and outside environment and exposed to inclement weather.
