      --- Project Description ---
      These resources are needed to continue to work on Phase II of the
      PARTS project, which is focused on re-designing the current antiquated
      Mainframe solution for the Lottery Application and replacing it with a
      new Oracle based solution.

      --- Day-to-Day Tasks ---
      1. On a daily basis, this role involves deeply understanding the software's
      purpose and user needs, translating those needs into detailed
      requirements and specifications, and acting as the primary
      communication link between users and developers. This includes
      conveying user demands, contributing to system design, coordinating
      changes, supporting testing efforts, and mentoring colleagues, all while
      utilizing a strong foundation in software technology, programming,
      business acumen, problem-solving, interpersonal skills, and
      adaptability.

      --- Required Qualifications ---
      • 84 months experience managing multiple entity project teams from
      development through to production implementation of all software and
      hardware tasks.
      • 84 months experience with multi entity project teams in the development
      through implementation of multi-year application development and
      infrastructure projects. Must have demonstrated experience using industry
      standard tools and techniques in a Business Analyst role.
      • 60 months experience developing and documenting intricate, multi-
      disciplinary infrastructure rollout projects in a government environment that
      includes utilizing industry standard system life cycle methodologies, working
      directly with cross agency staff to implement a project.
      • 24 months experience on team building, facilitation and presentation skills,
      and the ability to work and communicate with diverse groups.
      • College Level Degree in business or technology discipline.
