      Overview/ Job Responsibilities

      The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation's physical and cyberinfrastructure. CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).

      CISA's information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its divisions as well as its MEOs. This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA's ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.

      Working with an enterprise network architecture, engineering, and implementation team supporting our Federal customer, the Project Manager supports program management and project management projects to include reporting of progress and activities in all task areas, coordinating and reporting on Contractor work on projects as directed by the Government project managers and leads, conducting the Kick-Off Meeting, and performing transition in/out activities.

      Responsibilities:
      • Provide end-to-end program leadership from planning to business readiness/rollout.
      • Coordinate with Agile Release Trains, including SIT/testing, to create work packages and schedule work.
      • Work closely with Engineers, Scrum Masters, and Delivery teams to deliver business value.
      • Lead and guide initiative management/enterprise solution engineer teams to deploy dependent projects.
      • Works with the team by using a servant leadership style and through leading by example.
      • Manage risks, issues, change control, and decision logs for the program.
      • Collaborates with Product Owner and Solution Architect to understand requests, capabilities, and delivery schedules specific to Scrum team(s) deliverables.
      • Identifies and resolves impediments that are inhibiting the Agile Team from meeting Sprint Goal and/or other commitments.
      • Contributes best practices and thought leadership to Agile Community of Excellence to help advance the broader Agile and Product Mindset practices.
      • Leverage stakeholder relationships and technical expertise to enable or make key decisions.
      • Creates an environment conducive to team self-organization and collaboration.
      • Supports, assists, and educates the Product Owner, especially with respect to refining and maintaining the product backlog.
      • Collaborates with the team to ensure the product/feature backlog is organized, clear, and up to date.
      • Manages and keeps artifacts visible through visual management techniques and tools like websites, dashboards, and collaborative applications including but not limited to: burn-down, burn-up, team velocity, task-time estimates, and status.
      • Sets and continually manages expectations with team members and other stakeholders.
      • Identifies and resolves and/or escalates roadblocks, issues, and conflicts within the team in a timely fashion. Shields the team from interruptions.
      • Coaches, mentors, and motivates team members (internal and external) and influences them to take positive action and accountability for the team's work.
      • Work in a program coordination / senior project management capacity.
      • Communicate and manage project status to internal project teams and those at the executive level.
      • Track and manage program spending against budgets.
      • Identify strategic milestones in concert with business and/or mission stakeholders and tie work packages to milestones.
      • Work with development teams to ensure understanding of high-level business requirements so that they are well-positioned to deliver the appropriate business value.
      • Work closely with our managed services technical delivery manager to ensure our programs are running efficiently and our junior/mid pm's are running their projects effectively.


      Minimum Qualifications

      • Bachelor's degree in Computer Science, Information Technology, or related field.
      • 4+ years of experience in technical project management
      • Experience working in a Government Information Technology organization preferred.
      • Demonstrated ability to communicate effectively both verbally and writing.
      • MS Project / SAFE
      • Technical Delivery Management experience a plus
      • Experience in enterprise environment.
      • Eligibility/Clearance Requirements: Must be able to provide proof of U.S. Citizenship

      Must be able to provide proof of U.S. Citizen and be able to obtain a DHS clearance with CISA

      Desired Qualifications

      Certification: PMP

      Clearance Preference:
        • DHS EOD - 1st priority
        • Any DHS badge + DoD Top Secret or Secret - 2nd choice
        • DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance - work can only begin once the clearance is fully adjudicated)
