      Job Description

      We are seeking a self-motivated, customer-oriented Strategic Intelligence Partnership Program (SIPP) Analyst to work on our Technology Transfer Office (TTO) team. This team has the experience and expertise to manage partnership agreements and patents for innovation inventions, software, and more.

      We are seeking an analyst who enjoys working in a dynamic environment with a variety of opportunities for growth. The ideal candidate will be a self-starter, a great teammate, and one that performs at a high level in support of our technical customers’ missions. This position will report to the Technology Transfer Director, while providing business expertise to multiple offices within the Innovation, Partnering and Outreach (IPO) Directorate, Office of the Chief Financial Officer (OCFO), and the Field Intelligence Element (FIE) within the Energy Systems Integration (ESI) Directorate.

      In this role the SIPP Analyst will:

      • Develop expertise in Department of Energy (DOE) Strategic Intelligence Partnership Program (SIPP) guidelines, policies, and procedures through engagement with the DOE SIPP Program Office. Seek out best practices for implementing SIPP processes – from initial Sponsor discussion to project closeout – from FIE counterparts at other DOE national labs and drive implementation across NREL systems, in coordination with the NREL FIE and National Security Partnership Lead.
      • Attend regularly scheduled SIPP Analyst retreats and coordination meetings, which may include travel to other national labs and the Washington, DC area.
      • Coordinate with DOE-IN SIPP Program Office, SIPP Sponsors, DOE Golden Field Office Contracting Officer, NREL Technology Transfer Office (TTO) NREL Finance Office and NREL FIE for all SIPP Project Proposals, SIPP Funding Packages, and SIPP Statements of Work (SOW).
      • Coordinate all correspondence with NREL National Security Partnerships Lead, NREL Principal Investigator (PI), TTO, and Sponsors to ensure all required modifications for SIPP Project Proposals and SIPP Funding Packages are resolved in a timely manner to obtain final approvals.
      • Coordinate with Finance contacts regarding reimbursable financial plan.
      • Supervise entry of project information to ensure SIPP projects are appropriately protected.
      • Oversee financial reporting and project closeout in coordination with Finance department, monitor periods of performance and seek approval for extensions as needed.
      • Provide collaboration on procurement activities to ensure goods and services are obtained, deployed and payments issued as required by policy and business best practices.
      • Act as invoicing point of contact for sponsors who utilize classified communication systems only.
      • Advise and develop processes for both internal and external special-purpose reports and maintenance of historical records in preparation of internal and external audit requests.
      • Maintain all final approved unclassified and classified files and supporting documents in coordination with TTO, Financial Operations, and other offices as necessary.
      • Work within statutory requirements, the prime contract between Alliance for Sustainable Energy, LLC and the DOE and NREL policies, applies principles to develop and seek approval for other federal SPP Agreements; Finalize and request signature of agreements by DOE; maintain and query database records.
      • Consult with NREL Office of General Counsel, and if required, DOE IP Counsel and Field Office Contracting Officer staff as needed to evaluate nonstandard changes to agreements.

      Basic Qualifications

      Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

      Additional Required Qualifications

      • Current TS/SCI and DOE Q-level security clearance. Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE O 472.2A for additional information.
      • Experience with federal contracting, and application of federal acquisition requirements.
      • Knowledge of contracting and financial systems such as Salesforce, Oracle, NQuIRE, EPP.
      • Knowledge of the project management lifecycle and experience in tailored project management.
      • Strong customer focus with enthusiasm and a desire to effectively manage the business needs for the project.
      • General knowledge of laws, regulations, principles, procedures and practices related to federal contracting.

      Preferred Qualifications

      • Experience working for or with government agency(s).
      • Experience working with various funding types (SPP-federal, SIPP, Direct, LDRD); processing and seeking approval for SPP/SIPP proposals.
      • Excellent computer skills including advanced proficiency with Acrobat; Microsoft Office components Word, Excel, PowerPoint, and Outlook; cloud collaboration applications and Teams.

      Annual Salary Range (based on full-time 40 hours per week)

      Job Profile: Professional IV / Annual Salary Range: $77,600 - $139,700

      NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.
