      The Charleston VA Healthcare System is seeking a Healthcare Engineer! Healthcare Engineers serve as experts in the design, sustainment, and improvement of the medical care environment, including all hospital building features, automated building management and environmental control systems, and critical utility systems.

      GENERAL DESCRIPTION OF ASSIGNED DUTIES
      The Healthcare Engineer provides for a safe, reliable, and precisely controlled operating environment for direct patient care. Healthcare Engineers serve as experts in the design, sustainment, and improvement of the medical care environment, including all hospital building features, automated building management and environmental control systems, and critical utility systems. Healthcare Engineers collaborate directly with executive leadership, medical staff, nursing staff, biomedical engineering, and other clinical personnel regarding the design and operation of the environment for medical care.

      FUNCTIONS OR SCOPES OF PRACTICE
      The Chief Engineer has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program. The Engineering Program functions include but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, utility systems.
      Engineering Program Management and Administration. The Chief Engineer is responsible for strengthening and enhancing healthcare facility engineering and operations. The Chief Engineer is a key managerial advisor reporting directly to top Medical Center management. This position is a responsible leader and a member of the Medical Center top management team and is relied on for authoritative advice on all aspects of engineering matters.
      Budgeting/Financial Management Work.
      Provides for the budgeting and financial management for Engineering Service. This includes budget formulation, justification, and execution; financial management; and financial reporting. The Chief Engineer identifies functional requirements for current and future programs inclusive of life-cycle costs. Provides advice to management and program personnel on budgetary and finance issues.
      Research and Analysis Work. Research and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Provides expert analysis and advice on complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access.
      Special Projects. Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.
      Professional Engineering/Architectural Analysis and Advice. This position serves as the Chief Engineer within a medical center hierarchy. In this capacity he meets regularly with other Engineers from across the country and VA Leadership from the Office of Capital Asset Management and Engineering Support (OCAMES)
      Performs Construction Administration Work. This position is responsible for development and implementation of the Medical Center's capital improvement program. The Chief Engineer works with medical activities to identify additional space needs and needed renovations.

      Work Schedule: 7:30am -4:00pm, Monday - Friday

      Pay:
      Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
      Paid Time Off:
      37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
      Parental Leave:
      After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
      Child Care Subsidy:
      After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
      Retirement:
      Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

      Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)
