      The Opportunity

      WSDOT is currently seeking a Transportation Planning Specialist 3 to support the Eastern Region Planning Office's Complete Streets program. In this role, you will work largely independently to conduct multimodal transportation planning, analysis, and concept development to help prepare projects for the pre-design phase. Working under the direction of the region's Principal Multimodal Planner and Complete Streets Lead, you will assist with implementing WSDOT's Complete Streets process for projects across the region. This position collaborates with regional staff and external partners to develop planning products and communicate findings through written reports, graphics, GIS, spreadsheets, and presentations. Work products are organized and shared using tools such as SharePoint and other communication platforms.
      What to Expect

      Among the varied range of responsibilities held within this role, the Transportation Planning Specialist 3 will:
      • Review project areas with the region's Complete Streets Lead to determine where Complete Streets requirements apply based on applicable guidance and regulations.
      • Coordinate with regional staff and external partners to gather information on land use, development patterns, and transportation conditions within project areas.
      • Collect, analyze, and summarize sociodemographic and transportation system data using public datasets, GIS tools, and data visualization software to identify trends, vulnerable populations, and environmental justice considerations.
      • Develop maps, reports, and data visualizations that communicate Complete Streets analysis, baseline gaps, and supporting findings.
      • Identify baseline multimodal gaps and potential corridor and crossing improvement strategies using established design guidance and contextual analysis.
      • Create conceptual Complete Streets design options and visualizations using planning and design software to support project scoping and pre-design discussions.
      • Develop and apply screening criteria to evaluate potential Complete Streets concepts and support preparation of a gaps assessment report summarizing findings and recommendations.
      • Support community engagement by preparing visual and written communication materials such as maps, presentations, infographics, and outreach content for Complete Streets projects.


      Qualifications

      To be considered for this opportunity, the following are required:

      Multimodal Transportation Planning:
      • Demonstrated ability to apply multimodal transportation planning principles to support multimodal project scoping, needs assessment, and preliminary concept development in accordance with agency guidance and applicable regulations.
      • Demonstrated experience performing transportation planning or related professional work, such as transportation engineering support, geographic information systems (GIS), land use planning, or other planning disciplines involving analytical, coordination, and documentation responsibilities.

      Data Collection, Analysis & Interpretation:
      • Ability to collect, analyze, interpret, and synthesize transportation, land use, and sociodemographic data to identify trends, gaps, and planning considerations that inform multimodal decision-making and environmental justice considerations.
      • Demonstrated experience using ESRI ArcGIS Pro to support planning or project work, such as creating, editing, analyzing, and managing spatial data.

      Planning Document Review & Technical Synthesis:
      • Demonstrated experience reviewing, summarizing, and synthesizing planning, policy, and technical documents into clear, accurate, and usable written and graphic products.
      • Demonstrated experience developing data visualizations (e.g., maps, charts, graphics, or figures) to communicate technical information to internal and external audiences.

      Professional Written Communication & Reporting:
      • Ability to develop clear, well-organized professional reports, memoranda, and summary materials tailored to technical and non-technical audiences. Analytical & Office Software Proficiency.
      • Demonstrated proficiency using Microsoft Office applications (including Word and Excel) and ArcGIS, to organize data, perform analysis, and produce planning documentation and supporting materials.

      It is preferred that qualified candidates also demonstrate:

      GIS & Spatial Data Analysis:
      • Experience manipulating, editing, and analyzing georeferenced data using ArcGIS or similar GIS platforms to support multimodal planning and/or Complete Streets analysis.

      Active Transportation & Context-Sensitive Planning:
      • Experience planning or evaluating active transportation strategies and facilities, including pedestrian, bicycle, and/or other non-motorized transportation improvements in varied land use and corridor contexts.
      • Experience applying the principles of Complete Streets in developing transportation projects for a variety of contexts and scales.
      • Demonstrated familiarity with the concept of level of traffic stress (LTS).

      Graphic Communication & Multimodal Concept Visualization:
      • Experience visualizing transportation concepts and alternatives using tools such as StreetMix, StreetPlan, Beyond Typicals, Remix, Adobe Creative Suite, or similar visualization software.
      • Experience developing visually engaging materials such as maps, infographics, presentation boards, and print or digital outreach products using tools such as Canva or similar platforms.
      Sociodemographic & Census Data Analysis:
      • Experience working with Census data, Social Explorer, or similar datasets to support equity-focused transportation analysis and planning.

      Design Guidance & Standards Interpretation:
      • Experience reviewing and applying transportation design guidance, manuals, and criteria to planning or preliminary design.

      Cross-Disciplinary Collaboration:
      • Experience working collaboratively with planners, engineers, and multidisciplinary teams to advance transportation planning and project development efforts.

      Information & Project Management:
      • Experience using SharePoint or similar platforms to organize, manage, and share project files and planning documentation.
      • Experience developing and working with complex Excel spreadsheets and preliminary project schedules to support planning workflows and deliverables.
      • Demonstrated experience developing and maintaining project schedules, including identifying key tasks, milestones, and dependencies to support planning or project delivery work.

      Education Preparation:
      • Demonstrated educational preparation equivalent to a bachelor's or master's degree in transportation planning, urban or regional planning, civil or transportation engineering, or a closely related field with coursework or emphasis in transportation, GIS, or related analytical disciplines.

      Insurance Benefits

      Retirement and Deferred Compensation
      State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

      Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

      Social Security
      All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

      Public Service Loan Forgiveness
      If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

      Holidays
      Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

      Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

      Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

      Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

      Sick Leave
      Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

      Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

      Vacation (Annual Leave)
      Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

      Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

      Pay status includes hours worked, time on paid leave and paid holiday.

      As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

      Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

      Military Leave
      Washington State supports members of the armed forces with 21 days paid military leave per year.

      Bereavement Leave
      Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
