      The Community Development Division is looking to hire a Youth and Neighborhood Services Coordinator

      This position has a strong youth development and neighborhood center focus and will support, coordinate, and monitor programs serving school-age children and youth, with emphasis on high-quality middle-school out-of-school-time (OST) programming, mentoring supports, and positive youth development practices. The role requires experience working with youth, families, and community-based organizations, and may include work related to high school–level youth programming. A commitment to advancing racial equity, social justice, and culturally responsive practice is essential, with priority placed on supporting the needs of underserved populations, particularly Black, Indigenous, and other youth and families of color, immigrant communities, and low-income neighborhoods. This role also works closely with neighborhood centers as critical community hubs that support youth, families, and residents. Responsibilities include partnering with neighborhood center leadership and staff, supporting program quality and accessibility, strengthening community-centered programming, and helping ensure neighborhood centers remain welcoming, culturally responsive spaces that reflect the needs and strengths of the communities they serve. The position values place-based approaches that build community connection, belonging, and opportunity for youth and families.

      This series is structured to provide advancement from a Community Development Specialist (CDS) 1 to a CDS 2, as a function of the employee's career development, but generally within 2 years of starting employment as a CDS 1. Progression to a CDS 3 or CDS 4 is dependent upon the employee taking on more complex assignments, additional duties and responsibilities including having attained an advanced level of expertise and the needs of the department. CDS 3 and CDS 4 positions will occur through competition or a position study process.

      Project and Contract Management
      • Negotiate, prepare and manage contracts with community-based organizations awarded funding. Serve as contract manager and administer assigned contracts.
      • Review reimbursement requests for eligibility, consistency with approved budgets and readiness for payment. Review status reports and other information submitted by agency for timeliness, completeness, and content.
      • Monitor contracts to track progress toward completion of stated goals. Maintain good communication with agencies to determine whether they are meeting expectations, encountering delays or requiring assistance. Monitor project budgets and expenditures.
      • Provide technical assistance to help agencies understand and comply with contract requirements, resolve problems, facilitate partnerships and complete contract goals and outcomes.
      • Maintain program files, databases and other information documenting funded agencies’ activities and expenditures.
      • Work with school-age child and youth service providers to support implementation of high-quality program models grounded in positive youth development and culturally responsive practice.
      • Provide technical assistance to agencies related to youth program design, staff supervision/mentorship structures, curriculum development, service delivery, and program evaluation.
      • Monitor youth-serving agencies for alignment with City expectations for safety, quality, equity, and accessibility.
      Program Management, Service Planning and Resource Development
      • Review and evaluate funding applications in response to City-issued requests for proposals (RFPs). Evaluate proposals for completeness, eligibility, financial feasibility, project readiness, organizational capacity, and responsiveness to any other program objectives or criteria spelled out in the RFP or required by the City.
      • Assist in formulating recommendations with respect to awarding funds to specific projects or activities deemed best able to achieve the desired outcomes within specified program areas.
      • Develop and play a leadership role in community planning and engagement efforts that incorporate residents, community organizations and public and private stakeholders. Participate in efforts to engage members of the public, community partners and other stakeholders to convey information about key community development initiatives and solicit input that informs City actions and helps ensure equitable access to City resources. Engage youth, families, and community partners in identifying program needs, gaps, and opportunities; elevate community voice—especially that of BIPOC and underserved communities—in funding recommendations and program design.
      • Identify partnership opportunities for funded agencies, and with other funders, that can help implement community development goals and objectives, improve outcomes or leverage other resources.
      • Present and deliver written or oral reports, summaries, correspondence and presentations to various audiences on topics related to pertinent community development issues.
      • Research evidence-based practices in other communities that might be useful in shaping or improving City practices or programs. Research and apply evidence-based and emerging best practices in youth development, mentorship, program quality improvement, and OST program models to strengthen City-funded programs.
      • Support the planning, development, and evaluation of youth programs, out-of-school-time programs, and high school readiness or engagement initiatives.

      Citywide Activities
      • Participate in interdisciplinary teams involving Division or other City staff focused on addressing racial, economic, social or other obstacles that interfere with community building, individual, family and household stabilization, youth development, employment, or economic stability
      • Provide information to the public, community organizations and others regarding CDD programs, initiatives or activities.
      • Conduct and/or help conduct racial equity analyses to help improve how the City gathers community input, makes decisions and allocates its resources.

      Perform related work as assigned.
      • One (1) year of experience (volunteer, internship, paid or combination) involving: planning, implementing or evaluating community development activities, or grant-funded services to targeted populations or program areas; providing direct service to children, youth, families, and communities; and working with Black, Indigenous, and People of Color (BIPOC) communities and organizations.
      • Degree in Human Services, Social Work, Sociology, Psychology, Ethnic/Gender Studies, Community Development, Public Administration, Urban and Regional Planning, Communications, Environmental Justice, Business Administration, or a related field.
      OR

      • Two (2) years of experience in applying the following:
        • Youth development principles and practices, including high-quality out-of-school-time (OST) programming, middle-school youth engagement, mentoring structures, and emerging best practices in supporting school-age children and youth.
        • Principles, concepts and techniques associated with public grant or loan administration, including budgeting, financial tracking, contract compliance, and program performance measurement.
        • Program development, management and evaluation methods, including identifying program needs, analyzing service gaps, and applying quality-improvement approaches in youth and community programs.
        • Local, state, and federal funding processes and related regulatory frameworks.
        • Community development concepts and principles, including program models related to adult employment and job training, economic development, neighborhood centers, community building, and individual, family, and household stabilization.
        • Factors influencing community well-being, such as housing stability, educational attainment, economic mobility, child care access, and equitable resource distribution.
        • Racial equity, social justice, and culturally responsive practices as applied to community development and youth-serving systems.
        • Computer software applicable to the duties of the position, including including databases, spreadsheets, word processing, financial management tools, and reporting systems.

      • Ability to meet the transportation requirements of the position. The employee will be expected to travel to various community service agencies, businesses and/or residences throughout the City and surrounding area as part of the job duties.
      • The employee will be expected to attend meetings outside the normal work schedule, including evenings and weekends.
      Physical Requirements:
      Otherwise work is performed in a traditional office setting at a sit/stand desk using standard office equipment.
