      DATCP currently has an opening for a Agriculture Program Specialist - Senior position within the Division of Agricultural Development, Bureau of Export and Business Development.

      This position is located at the Prairie Oaks State Office Building situated on Madison's southeast side and a beautifully wooded and scenic hilltop venue. Our employees enjoy low-cost parking at the facility and are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

      Remote Work Option: This position may have the ability to work remotely up to 6 days per 2-week pay period! An approved remote work agreement is required before an employee may work remotely. Approval of the employee's remote work agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who work remotely are required to live in Wisconsin.

      Position Summary

      This position will be responsible for being a DATCP Division of Agricultural Development subject matter expert on agricultural producer needs with an emphasis on areas such as organics, specialty crops, food systems, food security and producer access.

      The position performs highly skilled professional work to provide operating and new producers advice on such areas as establishing or growing organic and/or specialty crop farm businesses. Additionally, it is tasked with building relationships, educating, providing technical expertise, supporting producers and food system stakeholders, and other activities.

      Responsibilities include researching opportunities for all producers with an emphasis on areas such as organic and specialty crops. This includes providing information, referral services, and technical assistance to these producers. Additional duties entail helping design and operate divisional food system programming through applying for grants, administrating federal or state funding, or other means. In addition, this position will both manage and provide support to agency and divisional grant projects with an emphasis on areas such as organics, food systems, food security, specialty crops, and other value-added programs deemed beneficial to producers. These tasks include but are not limited to grant writing, grant administration, management of budgets, and communication with appropriate staff. Further, the position will evaluate program deliverables, efficiency, effectiveness, and outcomes. Findings will be used to evaluate efficacy, make recommendations, summarize findings, and develop reports as needed.

      The position will provide input to division management and help develop short and long-term goals for assigned areas. It will help measure impact and collect program data for reporting purposes.

      Salary Information

      The classification of this position is Agriculture Program Specialist - Senior, which is in schedule-range 07-03 with a starting pay between $30.00 to $35.17 per hour (or salary of $62,400 to $73,153.60) annually based on qualifications.

      This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

      Job Details

      At DATCP, we strive to deliver efficient and effective programs and services to Wisconsin agriculture, consumers, and businesses. The Department has numerous on-the-job training (OJT) opportunities, unique to each Bureau.

      These OJT opportunities include direct experience and practice through collaboration with co-workers/supervisor, peer mentoring, and job-specific training modules including U.S. Department of Agriculture trainings.

      Conditions of Employment:

      DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

      A criminal background check will be performed on the selected applicant prior to an offer of employment.

      Possession of a valid driver's license or the ability to provide one's own transportation for work purposes, is required.

      Travel is required for approximately 20% of this position's duties.

      Qualifications

      Minimally qualified candidates will have each of the following:
      • Experience with agricultural production and operation in areas such as organics, specialty crops, food security, or producer access.
      • Experience establishing relationships with agribusiness or food industry organizations.
      • Experience with budget development and monitoring, business administration and/or public policy.
      • Experience with data management and analysis including report creation for external stakeholders.
      In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:
      • Experience with program or grant support related to agricultural operations area such as organics, food security, producer access or similar.
      • Experience researching, analyzing, and presenting topics, economic data, or export data to stakeholders.
      • Experience with contract, grant development or administration (e.g., developing requests for proposals, ensuring compliance, providing assistance to grantees, monitoring expenditures, etc.).
      • Experience with agriculture program administration, including development, implementation, and evaluation (e.g. participation in strategic planning, using analytical methods to identify trends and business needs, develop training, service as a technical resource regarding program activities, initiatives, regulations, measure impact, etc.).
