- Participates in a variety of planning projects
- Researches and investigates designated aspects of the general plan, special projects or code amendments and makes recommendations based on findings
- Researches, collects and analyzes data
- Writes special project reports or assigned portions of the general plan
- Prepares environmental impact studies related to public projects including the research and analysis of pertinent information
- Assists the public over the phone or at the counter
- Responds to incoming correspondence and assists individuals in completing various applications
- Performs routine plan checks at the counter as they relate to zoning and subdivision requirements
- Coordinates site, parking, and landscape plans as may be required and follows up on conditions of approval; checks preliminary subdivision maps
- Processes planning entitlement applications to the Zoning Administrator, Planning Commission, or City Council such as but not limited to Conditional Use Permits, variances and zoning text amendments
- Reports to work as scheduled and works various hours, including nights and weekends as deemed necessary by manager/supervisor, to conform with changing priorities and meet deadlines
- Serves to provide information and assistance to developers, the business community, and the public on planning, zoning, and development related matters
- Assists in preparing and presenting staff reports to the City Council and Planning Commission, providing staff assistance to the City Planner and Associate Planner.
- Performs other related duties and responsibilities as required by the field of urban planning
- General knowledge of the principles and practices of urban planning and development, site plan review, architectural design techniques and methods
- Familiar with the California Environmental Quality Act, Subdivision Map Act, and other laws pertaining to general plans, specific plans, zone changes, and other planning practices
- Must be proficient in technical report writing, modern office methods, and field inspections
- Must also be proficient with computer applications such as Word, WordPerfect, Excel, PowerPoint, and picture software
- Assist in performing professional current and long-range planning activities
- Interpret planning and zoning laws to the general public
- Respond to difficult and sensitive public inquiries
- Analyze and compile technical and statistical information and prepare reports
- Understand and carry out oral and written directions
- Communicate clearly and concisely, both orally and in writing
- Establish and maintain effective working relationships with those contacted in the course of work

- Well-developed knowledge of planning principles and practices
- In-depth knowledge of one or more planning specialization, such as economic development, transportation planning, environmental planning, affordable housing, urban design, economic development
- Knowledge of principles, methodology, practices of research and data collection
- Knowledge of or experience in community remediation and redevelopment, and knowledge of relevant Federal Programs
- Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations
- Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS
- Oral communication and interpersonal skills to present research findings to various boards and committees
- Creative problem-solving skills to gather relevant information to solve less well-defined practical problems
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions

POSITIONAssistant Planner – This is the entry-level classification in the Planning series. Employees assigned to this class receive general direction, and supervision of the City Planner, in performing routine work with minimal complexity in accordance with established priorities and procedures and possess knowledge of the generally accepted principles, theories, and best practices required to perform the work. The Assistant Planner also prepares and presents staff reports to the Planning Commission and City Council, provides staff assistance to the City Planner on both current and advanced planning projects, and performs other related duties and responsibilities as required by the field of urban planning. The Community Development Department is strongly oriented towards quality customer service and is looking to fill the position with a candidate who is highly motivated and has excellent interpersonal skills.
Associate Planner – This position serves as the intermediate level in the professional series of urban planning job classifications. The Associate Planner, under general/limited supervision of the City Planner, serves to provide information and assistance to developers, the business community, and the public on planning, zoning, and development related matters. The Associate Planner also prepares and presents staff reports to the Planning Commission and City Council, provides staff assistance to the City Planner on both current and advanced planning projects, and performs other related duties and responsibilities as required by the field of urban planning. Education: A Bachelor's degree from an accredited college or university with major coursework in urban planning, architecture, public administration, and/or other related field.
Experience: One year of full time or part time experience in urban planning, including design, site plan preparation/review, and code interpretation/application, or a minimum of one to two years of experience as a Planning Intern for a municipality or similar agency, and/or any other combination of experience and training that would likely provide the required knowledge and abilities may be considered qualifying. Spanish speaking is highly desirable.
