- Masters in Public Administration (MPA), Business Administration (MBA) or equivalent combined with a graduate certificate in procurement.
- Five (5) or more years at the director or manager level in a public facing or governmental entity.
- Progressively responsible supervisory experience.
- Designation as a Certified Public Procurement Officer (CPPO).
- Completion of Virginia Contracting Master (VCM) certification program, current Virginia Contracting Officer (VCO) certification or equivalent.
The Prince William County Finance Department is seeking a results-oriented, continuous quality improvement focused public sector procurement leader to deliver procurement services to the departments and agencies of Virginia’s second largest municipality. The Chief Procurement Officer will join the Chief Financial Officer’s empowered team of leaders to transform service delivery. The Procurement Services Division delivers approximately $200 million worth of procurements to 37 departments annually. Additionally, the Capital Improvement Program (CIP) procurement in FY 2024 is budgeted at $293.7M (six-year CIP program is $1.3B). The Chief Procurement Officer currently leads a team of 18 highly motivated and skilled employees in the delivery of procurement services with FY 2024 budgeted resources of just $1.9M. This position calls for a leader experienced in cross-functional collaboration, effective communication and embracing challenges as opportunities to equip the County’s departments/agencies to effectively and efficiently serve the County’s residents and business community.
Consistent with PWC’s strategic priorities, directs the planning, organization, development and coordination Countywide, for all procurement activities by promoting a culture of procurement best practices. The successful candidate will be a dynamic leader, possessing a thoughtful and inclusive approach to managing an impactful procurement team.
About This Role: Serves as PWC’s principal public procurement official and is responsible for procurement of all construction, goods, supplies, and services in accordance with applicable federal, state, and local laws, ordinances, rules, and regulations. Oversees all public-private partnerships, solicited or unsolicited and ensures professional guidance and sound contractual advice is provided to all stakeholders involving contractual services, consultants, equipment, supplies, construction, capital improvements and other applicable activities ensuring that adequate planning, support, and assistance is provided to departments, managers, and staff. Direct supervision is exercised over managerial, professional, technical, and administrative team members engaged in procurement activities. Guides agencies with their contract management, Contracting Officer Technical Representative (COTR) scope and responsibilities. Maintains the integrity of the public procurement process while ensuring the county achieves maximum value in its spending. Works in conjunction with the County Attorney’s office in leading updates to contracting policies and procedures as required. Reviews and oversees resolution of issues affecting compliance and ensures satisfaction of requirements and achievement of objectives.
Minimum Requirements: Eight years of progressively responsible public procurement experience in roles with expanding scope and demonstrable results.
