Implement the district application and screening process and ensure that the district is represented as an attractive employer. Qualifications: Education/Certification: Master’s degree Valid mid-management/principal certification Special Knowledge/Skills/Abilities: Knowledge of the selection, training, and supervision of personnel · Knowledge of state and federal laws, regulations, local policies and guidelines related to human resources administration for public school employees · Ability to implement policy and procedures Ability to interpret data Ability to use software to develop spreadsheets, perform data analysis, and do word processing Ability to develop and deliver training to adult learners Excellent public relations, organizational, communication, and interpersonal skills Experience: Three (3) years principal or leadership experience in Human Resources preferred Recruitment Administer the employee relations, recruitment, selection, assignment program for district certified staff. Serve as primary resource for district staff in hiring matters for certified and classified personnel. Supervise efforts to recruit staff in state-designated teacher shortage areas, coordinating recruitment advertising, the Human Resources department web pages, supervising application procedures, testing for clerical applicants, and paperwork processing and orientation for all new employees. Work with principals and supervisors to identify and select personnel for all assignments. Screen and interview applicants and recommend candidates for hire. Develop and implement effective recruiting strategies. Analyze results annually and make changes as needed. Identify optimum recruiting opportunities and represent the district at key recruiting fairs and events. Develop and maintain active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations. Coordinate the assignment of student teachers and staff from educator preparation programs. Plan and coordinate annual district teacher job fair or participate in planning of regional job fair. Employment Oversee the employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed. Ensure that district certified personnel meet state and federal credential requirements. Collaborate with immigration attorneys and Region IV Service Center to implement work authorization procedures according to BCIS regulations for the processing of initial H1-B visas for international bilingual teachers, renewal, and extension of such visas, and the applications for permanent residency. Administer the employee transfer process. Policies, Reports, and Law Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of human resources. Recommend sound policies and procedures to improve the program. Compile, maintain, and file all reports, records, and other documents required for employment. Professional Development Attend such conventions and conferences as necessary to keep abreast of latest human resources programs and strategies. Other Assist with compiling and reporting projections of staffing needs. Provide reports and statistical records as needed. Compile, maintain, and file related reports, records, and other documents required regarding employment, certification, assignment, salary, retirement, resignation, and dismissal. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. Follow district safety protocols and emergency procedures. Maintain an appropriate level of technology competence to meet the current and future needs of Alief. Implement alternative methods of instruction as needed. Perform other duties as assigned Supervisory Responsibilities Supervise and evaluate assigned staff. Evaluation Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of Professional Supervisor Personnel.
