- Serve as evaluator, team leader, or team member on evaluations, assessments, or other research assignments.
- Communicate effectively with the client.
- Design and carry out data collection and analysis using advanced social science research skills, statistics and quantitative/qualitative research methods.
- Develop data collection tools and train data collectors, as needed.
- Logically and transparently write evaluation and assessment reports, showing empirical findings, conclusions and recommendations in relation to evaluation/assessment questions.
- Develop effective and related data visualizations.
- Present findings through engaging and informative findings workshops.
- Bachelor’s degree required.
- Minimum five years of relevant professional experience in research and data collection and analysis required.
- Field experience working in West Bank and/or Gaza is required.
- Familiarity with USAID is a plus.
- Fluency in Arabic and English is required.

Project Summary:
The Monitoring, Evaluation and Learning Services in the Middle East and North Africa (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Position Summary:
MENA MELS anticipates conducting several evaluations, assessments, and research assignments in the West Bank and Gaza over the next calendar year and is looking for strong evaluation and research professionals. The Evaluation and Research Consultants will support MENA MELS’ growing portfolio of research and evaluation work in West Bank and Gaza. Technical sectors could include democracy and governance, economic growth, infrastructure, youth, and peacebuilding. Consultancies range from a few weeks to a few months and occur throughout the year. These activities may be conducted remotely or in country. Specific consultant responsibilities are tailored to assignments and will be posted at the time of business need.
