- Compiling, importing, reviewing (including QA), editing, and enhancing GIS data from diverse sources, including developing linkages and matches to related data in geospatial databases, developing and using basic automated tools (in Python or SQL) and conducting visual review of GIS and related data developed both internally and by outside organizations. (50%)
- Resolving address and map updates from municipalities. (25%)
- Establishing and maintaining strong internal and external relationships and Interacting with state, regional and municipal agency staff to gather GIS and related data files and to investigate potential data corrections and updates. (15%)
- Data analysis and reporting. (10%)
- At least two (2) years of relevant geographic information systems (GIS) related experience with hands-on knowledge with the capabilities and techniques of GIS software. Previous experience in state or municipal government is a plus.
- Proficiency with capabilities of GIS software, including features such as pan, zoom, inquiry, selecting map features by attribute query and vice-versa; substantive experience with common data editing tools and with common buffer, overlay, and other spatial analysis operations; familiarity with geocoding and data symbolization (both vector and raster); and familiarity with basic cartography.
- Proficient knowledge and hands-on experience with the tools and techniques in using GIS software to assemble or develop tabular data from various sources and link them to features in the GIS database, reformatting and / or processing the data using GIS and non-GIS software tools to make the tabular data compatible with the GIS data;
- Excellent organizational and interpersonal skills with a high degree of attention to detail
- Possesses an excellent level of written and verbal communication skills
- Strong interpersonal communication and collaboration skills and the ability to communicate effectively with a wide range of employees and leaders at various levels.
- Proficient knowledge of normalized relational database models and how they work.
- Strong understanding of the importance of data quality and completeness as it relates to their intended uses.
- Familiarity with geographic projections, datums, and coordinate systems and with how geospatial data are developed and organized;
- Familiarity with creating FGDC-compliant metadata;
- Familiarity with creating cartographic products using GIS software;
- Proficiency with Microsoft Windows, Word, and Excel and familiarity with Microsoft Access and with computer peripherals.
- Bachelor’s degree from an accredited college or university with a major preferably in Geography, Geographic Information systems or related degree/certification, or equivalent work experience.

EOTSS is seeking to hire a GIS Technician to join the MassGIS team. MassGIS is the official state agency assigned to the collection, storage, and dissemination of geographic data. MassGIS serves the public and private sectors by supporting emergency response, real-estate research, environmental planning and management, transportation planning, economic development, and engineering services. We also help to provide transparency in state and municipal government operations.
The GIS Technician is mainly responsible for developing, integrating, maintaining, analyzing, documenting, and distributing GIS data layers and other GIS products. The GIS technician is also the primary point of contact for municipalities and 911 staff regarding address updates, questions and mapping or address issues. Additionally, the GIS Technician manages small projects.
The primary work location for this role will be One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

Minimum Entrance Requirements:
Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least one year must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.
SUBSTITUTIONS:
I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's or higher degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
III. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*
IV. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
V. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitution will be allowed for the one year of the required (B) experience.
