- Responsible for Platform Configuration, Health, Optimization, and Application Development of assigned information technology projects across a broad range of Civilian Human Resources (CHR) functional areas.
- Performs highly technical and analytical work pertaining to the planning, development, integration, utilization or modification of CHR information applications, systems and procedures.
- Designs, documents, develops, modifies, tests, implements, and supports new or existing ServiceNow applications software.
- Performs high-level programming tasks such as creating and maintenance of workflows, flows, business rules, scrips, UI policies, portals, and reusable widgets.
- Codes, tests, debugs, and documents the application.
- Devises testing routines ensuring all problems are resolved prior to delivering and installing the project.
- Provides guidance and assistance to other users, programmers, and/or contractor personnel.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a Security+ Certification within six months of entering on duty.
- Position requires a ServiceNow platform or developer certification within six of entering on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience which includes: 1) developing web applications using design patterns in ServiceNow platform; 2) designing, modifying, testing, and/or implementing new or existing applications software and web interfaces; 3) developing, modifying, and providing input to Information Technology project plans; and 4) providing web and/or cloud solution and ServiceNow platform technical advisory services to the functional user community. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
