      This is a project position that is funded through December 2027.
      The ideal candidate for the IT Quality Assurance Senior Specialist position is a seasoned technology professional who brings deep expertise in software quality assurance, automated testing, and modern engineering practices. They thrive in complex, enterprise-level environments and understand how to build and maintain rigorous testing standards that support mission-critical systems.

      This candidate excels in collaborative, cross-functional settings and is comfortable working across agency, divisional, and disciplinary boundaries.       Duties
      Design, develop, implement, update, monitor, communicate and enforce agency standards associated with software quality assurance.
      • Lead and manage software quality assurance standards and practices including quality control, test management, test planning, test development, test execution, defect management, and test data collection and reporting.

      • Independently and proactively seek to understand business, division, agency, and state strategic objectives, ensuring that systems and services maintain alignment whenever possible. Document and communicate where alignment is not met and facilitate the implementation of remediation and/or mitigation plans.

      • Ensure team creates and maintains a knowledge management framework in Azure Dev OPS (ADO) using Wiki. In addition, team must meet established goals for the publication of knowledge base articles.

      Independently design, develop, implement, and manage software testing across the portfolio.
      • Define, document, and maintain quality assurance goals for the portfolio

      • Define, document, and maintain test goals, objectives and priorities that have long term effects on software quality including organizational, fiscal, and technical dependencies

      • Define effectiveness, efficiency, and satisfaction metrics for the test process, identifying opportunities for improvement including test analysis and design (effectiveness), test implementation and execution (efficiency), test results reporting, and exit criteria evaluation (satisfaction)

      Independently plan, design, develop and execute tests for highly complex mission critical applications and information systems.
      • Analyze functional, non-functional, and technical requirements to determine and define testing scope

      • Develop, document, and maintain comprehensive test plans and test procedures for feature enhancements, modifications or replacements of mission critical applications and information systems that are highly complex and have wide-area impact

      • Develop, document, implement, and maintain comprehensive and well-structured test cases and test scripts for manual and automated tests using a variety of software development/collaboration tools, platforms and languages including, but not limited to C#, Selenium, SQL, PowerShell, JavaScript, JSON, Command-line Git, JMeter, MS Test / NUnit, Azure Dev OPS Test Hub

      Qualifications
      • A combination of education and/or relevant IT experience, as listed below, equal to 11 years

      • OR Associate's degree in computer science or closely related field AND 9 years of IT experience in business analysis, testing, or systems development

      • OR Bachelor's degree in computer science or closely related field AND 7 years of IT experience in business analysis, testing, or systems development

      AND:

      • 4 years of experience with knowledge and technical proficiency in software quality assurance strategies, methodologies, and processes

      • 4 years of experience with knowledge and technical proficiency in development architecture and use of automated test tools such as Selenium/Atata/AccelQ as well as writing automated test scripts using a variety of scripting languages such as C#, JavaScript, Windows Batch, and PowerShell

      • 4 years of experience with knowledge and technical proficiency of defect tracking tools and techniques

      • 4 years of experience with knowledge and technical proficiency of test management tool(s) and techniques

      • 2 years of experience with knowledge and progressive experience with database technologies

      • 2 years of experience with knowledge of hosting environment variables, e.g., Windows Operating Systems (OS) and commands

      • Ability to configure and code using agency and custom development tools

      • Ability to plan, document, and code components of extremely complex systems

      • Ability to write unit test plans and perform unit testing

      • Ability to think in non-linear terms, comfortable with event driven processes, object-oriented designs, service-oriented designs, and applications that consist of code running on multiple platforms

      Data Management:

      • Understanding of data management constructs, tools, and practices for managing data

      • Understanding of database management system features during the design and development of systems or system enhancements. For example, changing tables, data types, enforcing constraints, etc.

      • Understanding of data model syntax and terminology

      • Understand customer business rules to evaluate data on reports and determine reasonableness/accuracy

      Technical Writing/Documentation:
      • Documenting technical processes and writing technical material in a way that non-technical people can understand

      • Ability to document extremely complex technical processes using prescribed methods

      • Ability to maintain technical documentation written by others and keep it up to date

      • Documentation is typically done independently with the review of a supervisor

      Insurance Benefits

      Retirement and Deferred Compensation
      State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

      Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

      Social Security
      All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

      Public Service Loan Forgiveness
      If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

      Holidays
      Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

      Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

      Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

      Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

      Sick Leave
      Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

      Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

      Vacation (Annual Leave)
      Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

      Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

      Pay status includes hours worked, time on paid leave and paid holiday.

      As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

      Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

      Military Leave
      Washington State supports members of the armed forces with 21 days paid military leave per year.

      Bereavement Leave
      Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
